This is a Statement of Objective (SOO) for Task Order #01 issued under the SABER contract for Westover Air Reserve Base, dated 17 February 2026, with a 150-calendar-day period of performance. The project objective is to design and construct the renovation and repair of Building 5505, specifically the Air Traffic Control and Landing System (ATCALS) facility. The contractor must prepare a complete Statement of Work and construction documents including design analysis and 35% design drawings with technical specifications, following codes and standards including the International Building Code, International Mechanical Code, National Electrical Code, and applicable UFC (Unified Facility Guide Specifications) standards.

The scope of work encompasses multiple divisions of work: demolition of existing systems including the radio room condenser, AHU, hot water heater, flooring, roofing membrane, lighting, and bathroom fixtures; installation of new thermal and moisture protection including a 60-mil white TPO roof membrane with 6-inch insulation and new gutters/downspouts; new openings including replacement windows and mechanical room door; finishes including carpet tile, VCT flooring, paint, and ceiling tiles; plumbing including new fixtures, water fountain, and isolation valves; HVAC including two mini-split systems (3-ton for radio room, 1-ton for break/admin space), new chimney stack, and motor-operated generator exhaust louvers; and electrical work including new LED lighting (26 interior fixtures and 3 exterior), disconnect/power for mini-splits, GFI outlets, and electric unit heater. The facility will remain partially occupied during construction, requiring coordination to minimize downtime and rental of temporary storage and sanitation facilities. Special requirements include an approved work plan for radio room scope with dust protection measures, two-phase scheduling with interior administrative work in phase two, asbestos removal and disposal planning, and submittal of spec sheets and color charts for all materials and equipment. As-built drawings must be provided in PDF, AutoCAD, and one hard copy on Mylar (24 x 36 inches).
