About this opportunity
The Defense Logistics Agency Energy seeks competitive offers for bulk fuel supply and delivery under solicitation SPE602-26-R-0702 for the Rocky Mountain/West Coast program, with proposals due March 4, 2026, at 3:00 PM Eastern time. Approximately 8.23 percent of estimated quantities are set aside for small business concerns.
The procurement covers approximately 865.8 million US gallons across four fuel products: Turbine Fuel, Aviation (JAA) 538.997 million USG, Turbine Fuel, Aviation (JA1) 80.741 million USG, Turbine Fuel, Aviation (JP5) 138.780 million USG, and Fuel, Naval Distillate (F76) 107.260 million USG. The ordering period runs from contract award through September 30, 2027; the delivery period is October 1, 2026, through September 30, 2027, with a 30-day carryover. Delivery methods include tanker, barge, truck, and pipeline on both FOB Origin and FOB Destination bases to military installations and Defense Fuel Supply Points across the Rocky Mountain and West Coast regions, including Alaska and Hawaii.
This is a fixed-price indefinite-quantity contract with economic price adjustment. The NAICS code is 324110, Petroleum Refineries. Place of performance is Fort Belvoir, Virginia, with administrative oversight; operational delivery occurs across multiple western U.S. locations and overseas territories.
Evaluation follows a gated approach. Phase 1 requires offerors to demonstrate inherent capability by meeting one of three criteria: being a refiner/manufacturer, providing a letter of supply commitment meeting specified standards, or holding a DLA Energy bulk petroleum contract within the past three years. Phase 2 applies a Lowest Price/Technically Acceptable methodology using the Bid Evaluation Model, which optimizes laid-down cost incorporating product price, transportation costs, and additive charges. Offerors must submit offers exclusively through the mandatory Bulk Offer Entry Tool (OET) and comply with all technical specifications, quality assurance provisions, and delivery requirements. Questions were due February 20, 2026. Seven amendments have been issued since the initial posting, most recently on September 18, 2026, modifying specifications, delivery requirements, transportation system throughput restrictions, and incorporating updated FAR clauses.
