About this file
This document is a presentation on the Offer Entry Tool (OET), a web-based system developed by the Defense Logistics Agency (DLA) for submitting offers against DLA Energy Requests for Proposals for petroleum products. The OET is mandatory for Bulk Petroleum and Direct Delivery Business Unit procurements across five bulk purchase programs: Inland East Gulf (IEG), Atlantic/European/Mediterranean (AEM), Western Pacific (WESTPAC), Rocky Mountain West Coast (RMW), and Deep Freeze. The solicitation prescribes whether OET use is required for specific procurements.
The OET operates through multiple submission rounds: an Initial round required for all solicitations that must occur before the published closing date to qualify for subsequent rounds; optional Interim rounds at the Contracting Officer's discretion with locked data fields for product, mode, and shipping point; and a Final Proposal Revision round followed by a discretionary Price Reduction Round where only pricing modifications are permitted. To access OET, companies must obtain a CAGE code from SAM.gov, create an account in the Account Management and Provisioning System (AMPS) at https://amps.dla.mil/oim, and log into the OET portal at https://offerwizard.dla.mil/epst_oet/oet.htm using credentials requiring a minimum 15-character password with specific complexity requirements. The OET comprises three components: My Account for contact information and password maintenance; Offer Details containing shipping points, products, quantities, and pricing sent to the Bid Evaluation Model; and the Offer Submission Package containing clauses, exceptions, and conditional statements. Support is available through the DLA Energy Bulk Technical Team (DESC-BTechTeam@dla.mil) for account access issues and Sean Lucas (Sean.Lucas@dla.mil) for functionality questions.
