About this file

This is Amendment 0006 to Solicitation SPE602-26-R-0702, issued by DLA Energy for bulk petroleum products. The amendment modifies evaluation criteria, incorporates quality assurance provisions, and revises delivery requirements across multiple contract line items (CLINs).

The solicitation covers supplies of aviation turbine fuel (JP5), naval distillate fuel (F-76), and related petroleum products for delivery to military installations nationwide. Key evaluation factors include compliance with schedule requirements, specification adherence, quality assurance capabilities, and delivery performance. Offerors must either certify a Quality Control Plan on file with DLA Energy within 24 months or submit a proposed plan outline. The amendment adds an economic price adjustment escalator using the Platts Jet Kero Group 3 Pipeline Prior Weekly Average (formula ID: PLGRW3JET) for pricing adjustments. Significant revisions include quantity adjustments at multiple CLINs (ranging from 31,000 to 50,000,000 USG across various installations), removal of truck FOB Origin delivery modes at several locations, and imposition of monthly truck receipt and award maximums at facilities including NAS Lemoore (634,350 USG/month, max award 7,612,200 USG), Mountain Home AFB (22,500 USG/month, max award 270,000 USG), and McChord AFB (201,550 USG/month, max award 2,418,600 USG). Transportation system restrictions establish minimum and maximum throughput requirements for seven pipeline systems and FOB Origin tanker transport, ranging from 6,048,000 to 273,672,000 USG. The amendment also establishes small business set-aside quantities at certain CLINs and deletes CLIN 0061 (DFSP Pearl Harbor). Delivery notes specify routing requirements, including pipeline evaluation through specific terminals (KM Bulk Storage, Holly Corp, KM Sparks Terminal) and restrictions on concurrent truck receipts.
