About this opportunity

The Defense Logistics Agency Energy has issued a Sources Sought Notice for the Rocky Mountain/West Coast/Offshore Program to procure bulk petroleum products and liquid propellants and fuels. This market research notice is designed to gauge industry interest and capability in accordance with FAR Part 10, with the agency emphasizing that this is not a request for proposals or solicitation. Companies responding must provide their contact information, fuel types they can supply, sources of supply, and transportation modes available. The agency has not specified particular evaluation criteria since this is solely a market research tool, though they are encouraging first-time vendors to include capability statements with their responses. Interested parties must submit their responses by November 17, 2025, at 3:00 PM Eastern Time to the designated contracting officers Matthew Padfield and Susannah Chung via email.

This procurement includes a partial small business set-aside with an estimated 23% of the total fuel quantity reserved for small business concerns, though DLA Energy notes this percentage may change during the procurement process. The agency is actively seeking to increase small business participation and has reminded potential small business contractors to ensure their System for Award Management designations are current and accurate. No incumbent contractors, specific award values, or budget ranges have been disclosed in this preliminary notice. The agency plans to potentially release a draft solicitation in December 2025, followed by a formal synopsis and solicitation around January 2026, contingent upon sufficient market interest from this sources sought notice. No specific quantities of fuel or service timelines have been provided at this early stage of market research.

Notice text

DLA Energy – Bulk Petroleum Products

This is a Sources Sought Notice (hereinafter "Notice”). This Notice is an essential step in determining market interest and feasibility in accordance with FAR Part 10 and is for information and planning purposes only. This Notice is solely for the Government's use as a market research tool. This Notice does not constitute a request for proposals, a solicitation, or a request for quotes. If determined appropriate, a draft solicitation may be posted in the December 2025 timeframe followed by a synopsis and solicitation around January 2026. All responsible sources are encouraged to submit a response to this Notice. First time vendors are encouraged to provide a Capability Statement along with their response. All information received will be considered. Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively.

DLA Energy is seeking to increase Small Business participation in our solicitations. For this solicitation, an estimated 23% of the fuel quantity is set-aside for small business concerns. Please note, the small business set-aside percentage may change throughout the procurement. If you are a designated small business in accordance with FAR 52.212-1, please ensure your System for Award Management (SAM) designation is correct.

Interested parties should respond to this notice by November 17, 2025, at 3:00 pm local Eastern Time, Fort Belvoir, VA. In responding to this notice, please provide your company name, address, point of contact, email-address, phone number, types of fuel capable of supplying, sources of supply and transportation modes. Please send responses to Mr. Matthew Padfield at Matthew.Padfield@dla.mil and Ms. Susannah Chung at Susannah.Chung@dla.mil.

Please note that the solicitation number may be revised on future updates.
