About this opportunity
The United States Air Forces in Europe and Africa is soliciting integrated waste management services across nine RAF installations and one U.S. Air Force detachment in the United Kingdom, with proposals due by May 27, 2026, at 1600 hours GMT. The contract will be awarded as an Indefinite Delivery, Indefinite Quantity agreement on a firm-fixed-price basis covering the period May 1, 2027, through April 30, 2035. No set-aside applies.
Place of performance encompasses RAF Lakenheath, Feltwell, Mildenhall, Alconbury, Blenheim Crescent, Croughton, Fairford, Molesworth, Welford, and Detachment 6 at Heathrow. The 48th Contracting Squadron at RAF Lakenheath is the contracting office.
Services include solid waste collection, food waste (including Category 1 and Category 3 animal by-products), recycling, non-hazardous liquid waste, and hazardous waste streams including aqueous film forming foam (AFFF) with PFAS requiring incineration, oil/water separator cleaning, and specialized materials. The contractor must provide all personnel, equipment, containers, vehicles, and supervision and maintain UK Environmental Agency permits for transporting and disposing of all waste types. A 60-day mobilization period begins upon award, with no service performance required during transition. Full Operational Capability must be achieved by May 1, 2027. Performance thresholds limit deficiencies to no more than two validated customer complaints per month per installation, with missed collections recovered within 24 hours. Emergency liquid waste collection must be provided within four hours, available 24/7.
Past performance requirements mandate experience managing at least two separate regions simultaneously, servicing a minimum of 290 Front End Loaders, handling a minimum of 1.2 million liters of liquid waste annually, managing subcontractors without service gaps, and achieving a minimum annual contract value of £4 million. Technical proposals (45 pages maximum) must address Management Plan, Environmental Permits and Compliance, and Vehicle and Equipment Management Plan; all three must receive acceptable ratings for award consideration.
The incumbent contractor is BIFFA Waste Ltd. Site visits accommodate three people per bidder. Base access passes require approximately 180 days processing, with escorted entry required until passes are issued. Proposals remain valid for 180 days. All prospective contractors must be registered in SAM prior to submission.
