About this file
This is a Performance Work Statement (PWS) for UK-Wide Integrated Waste Management Services (IWMS) dated January 14, 2026, issued for U.S. Visiting Forces (USVF) locations across the United Kingdom. The contract covers solid waste collection (including recycling), non-hazardous liquid waste, and hazardous waste management across ten RAF installations: Lakenheath, Feltwell, Mildenhall, Alconbury, Blenheim Crescent, Det 6, Croughton, Fairford, Molesworth, and Welford. The contractor must provide all personnel, equipment, containers, tools, materials, vehicles, and supervision necessary to perform services in accordance with UK laws and regulations, Status of Forces Agreements (SOFA), Final Governing Standards (FGS), and the Overseas Environmental Baseline Guidance Document (OEBGD).
The PWS specifies collection requirements for municipal solid waste, food waste (including CAT 1 and CAT 3 animal by-products), recycling, piddle packs (RAF Lakenheath), and military family housing waste streams. The contractor must establish collection schedules within 30 days of award, maintain containers, provide waste transfer documentation, and submit monthly reports by the fifth working day of each month detailing disposal activities, tonnage, costs, and waste hierarchy percentages. A 60-day mobilization period is required, during which the contractor must obtain necessary clearances, hire and train personnel, and transition with the incumbent contractor. The contractor must possess UK Environmental Agency permits for transporting and disposing of all waste types and demonstrate compliance with all applicable regulations. Performance thresholds limit deficiencies to no more than two validated customer complaints per month per installation, with missed collections recovered within 24 hours. Emergency liquid waste collection requires response within four hours, and the contractor must provide after-hours contact information for emergencies on a 24/7 basis.

Upon completion of the collection route, the Contractor shall proceed directly to the Weighbridge and obtain a full weight ticket. Should the Weighbridge Station be inoperable the Contractor shall notify the COR and receive approval to follow paragraph 1.1.10.2. Upon arrival on base, proceed directly to the on-base Weighbridge outlined above and obtain an empty/starting weight ticket. Upon completion of the route, proceed directly to the Weighbridge and obtain a full weight ticket.
1.1.10.2 Locations without a Weigh Station. The Contractor is responsible for reporting accurate waste material weights and providing a solution to weighing vehicles at locations without weighbridge stations. Any proposed solutions must be approved by the CO and COR.
Calibrated, industry standard onboard weighing systems are authorized, but shall be fully operational from entering to exiting each installation. If using an onboard weighing system, the Contractor shall be required to provide current calibration certificates for each truck for their respective base, when requested by the COR. Upon departure from each installation, the Contractor must provide accurate weight details of all waste collected and compare them to the weight of their vehicles from when they entered the installation to departure weights and record times to ensure material weight accuracy.

Beginning in 2026, all waste streams shall be tracked electronically. The CO or COR will provide the Contractor with the email addresses required to receive the information.
1.5.1.2 Testing/Sampling/Analyzing. The Contractor shall schedule, coordinate, and collect testing, sampling, and/or analyzing of chemical content for each new liquid waste stream at each installation before emptying and transporting or disposal off base. Existing liquid waste streams should only need to be sampled if they change. Liquid waste streams which are treated, recovered, or separated for recycling/recovery require further sampling IAW UK and installation regulations. This is not necessary if being transported to on-Base treatment. The COR reserves the right to request random sampling semi-annually. The Contractor must respond to the COR’s request within 2 business days and provide a sampling date to the CO, COR, and respective installation's Environmental Office 5 business days prior to the month being scheduled.
