About this opportunity
The United States Air Forces in Europe - Air Forces Africa is conducting market research for comprehensive Integrated Waste Management Services (IWMS) at U.S. Visiting Forces locations across the United Kingdom through this Request for Information. The procurement covers solid waste collection including recycling, non-hazardous and hazardous liquid waste removal, and specialized waste streams such as food waste, piddle packs, and construction debris at nine RAF installations: Lakenheath, Feltwell, Mildenhall, Alconbury, Blenheim Crescent, Croughton, Fairford, Molesworth, and Welford. Contractors must provide all necessary personnel, equipment, containers, vehicles, and supervision while ensuring compliance with UK regulations, Status of Forces Agreements, and appropriate environmental standards. The government seeks detailed responses covering company capabilities, infrastructure capacity, service offerings, and pricing information for evaluation purposes. Interested parties must submit their responses electronically by 1400 GMT on September 18, 2025, and must be registered in the System for Award Management (SAM).
This opportunity does not utilize any set-aside designation and is open to full and open competition. The RFI indicates the government is exploring a potential seven-year contract term, though specific award values or budget ranges have not been disclosed in the documentation. No current incumbents or existing contractors are identified in the materials provided. The contractor will be required to service multiple locations across the UK, with specific collection routes, schedules, and container management protocols to be established based on varying waste stream requirements at each installation. The scope encompasses ongoing waste management operations with monthly reporting requirements and provisions for emergency collections as needed.
