About this file
This document is Section L (Instructions, Conditions, and Notices to Offerors) and Section M (Evaluation Factors for Award) of a Request for Proposal (RFP) for Integrated Waste Management Services (IWMS) for United States Visiting Forces in the United Kingdom.
The Government seeks proposals for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract covering waste collection, transportation, and disposal services at RAF installations including Lakenheath, Mildenhall, Feltwell, Fairford, Croughton, and Alconbury. The contract period runs from May 1, 2027, through April 30, 2035, with an initial Task Order to be issued simultaneously upon award. Proposals must be submitted in three separate volumes: Technical (45 pages maximum), Past Performance (50 pages maximum), and Price (no page limit). All proposals are due by May 27, 2026, at 1600 hours Greenwich Mean Time to 48CONS.PKB.Refuse@us.af.mil. Questions must be submitted by May 6, 2026. Pricing must be submitted in British Pounds Sterling exclusive of Value Added Tax on a firm-fixed-price basis for all Contract Line-Item Numbers (CLINs 0001-0039), and proposals remain valid for 180 days. All prospective contractors must be registered in the System for Award Management (SAM) prior to submission.
Technical evaluation uses an acceptable/unacceptable rating across three subfactors: Management Plan, Environmental Permits and Compliance, and Vehicle and Equipment Management Plan. All three subfactors must receive passing ratings for award consideration. Past Performance is evaluated based on recency (within five years) and relevancy, with offerors required to demonstrate experience performing full-range IWMS services, managing subcontractors, managing at least two separate regions simultaneously, servicing a minimum of 290 Front End Loaders, handling a minimum of 1.2 million liters of liquid waste annually, and performing contracts with a minimum annual value of 4,000,000 GBP. The Government will conduct a Performance-Price Tradeoff evaluation where performance is significantly more important than price. Past Performance Questionnaires must be submitted directly by previous customers identified in the proposal, with the offeror responsible for distributing questionnaires early enough to meet the proposal deadline.

L-4.5 Adverse Past Performance Information The offeror may provide a response to adverse past performance information if it did not previously have an opportunity to do so. The offeror shall limit this response to addressing only the specific adverse comments.
L-4.6 Responsibility Determination Even though the assessment of past performance is separate and distinct from the Determination of Responsibility required by FAR Part 9.1, PPQ references contained herein may be used to support the Determination of Contractor Responsibility for the successful offeror.
L-5 VOLUME III - PRICE
L-5.1 Offer Sheet Complete the Offer Sheet attached to this RFP (Section J, Attachment 3). In so doing, the offeror agrees to the contract terms and conditions set forth in the solicitation and its attachments. The solicitation constitutes the model contract. Offerors should propose the best available pricing to the Government for each CLIN in arriving at the most competitive price.
The Government intends to award a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This type of contract establishes a scope of services that the Government can order on an as-needed basis. All services ordered under this IDIQ will be priced on a Firm-Fixed-Priced basis (FFP), as detailed in the Offer sheet. Accordingly, proposed pricing shall be firm-fixed and not subject to revision or negotiation after award. Proposals shall include pricing for all items in the Offer Sheet.
Any foreign proposed pricing must be submitted in British Pounds Sterling (£), exclusive of Value Added Tax (VAT). Ensure that unit prices are no more than two (2) decimal places.
Proposals shall remain valid for 180 days after the closing date of this solicitation.
Prices shall include all supervision, personnel, equipment, transportation, material, and other items and services necessary to perform Integrated Waste Management services for the period 01 May 2027 through 30 April 2035 IAW the PWS. Any Task Orders issued during the resultant contract will be priced IAW the pricing stated in the corresponding Contract Line-Item Number (CLIN) PWS and will not incur any additional cost at time of issuance. Example: CLIN 0003, Recyclable Collection - Base (PWS 1.1.1.3), £10,000.00/Month. A task order issued for 12 months would be priced at £10,000.00 per month for a total of £120,000.00.
The offer sheet will be submitted with the proposal. The pricing schedule will be completed later with the awardee’s information.
L-6 INFORMATIONAL PRICING NOTE – TUPE (Transfer of Undertakings (Protection of Employment) Regulations 2006 Definition. The United Kingdom’s Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) is the main piece of legislation governing the transfer of an undertaking, or part of one, to another. The regulations are designed to protect the rights of employees in a transfer situation.
The Government does not have access to specific TUPE information and will not become involved in any related TUPE processes or associated liabilities (to include indemnification).
This applies during both the pre-award and post-award phases between transferor and transferee.
While the Government understands the relevance of TUPE information in proposing fixed prices, the responsibility to provide TUPE information rests solely with the transferor, as governed by Regulation 11 of the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE). As the transferor need only provide TUPE information to the transferee prior to the transfer, the Government’s only obligation is to make available the listing of the current, incumbent contractor(s) with associated points of contact, if requested. The Government is not responsible for determination of TUPE applicability; the responsibility lies solely with the transferor.
As this is a firm-fixed-priced contract it is incumbent upon the offeror to calculate any anticipated TUPE pricing at time of proposal submittal. TUPE costs cannot be submitted as a conditional proposal, if submitted as such the offeror’s proposal will be considered unacceptable and the offeror may be excluded from competition.
Section M - Evaluation Factors for Award
M-1 BASIS FOR AWARD
The Government will award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The evaluation will utilize a Performance-Price Tradeoff (PPT) where performance is significantly more important than price. Technical will be evaluated on an acceptable/unacceptable basis. The PPT will be conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 15, Department of Defense (DoD) Source Selection Procedures effective 20 August 2022 and Department of the Air Force FAR (DAFFARS) Mandatory Procedures (MP) 5315.3 for Source Selection as revised June 2024. If an offeror fails to meet all solicitation requirements, the Government will not make an award to that offeror. Only one award will be made as a result of this solicitation.
The following factors shall be used to evaluate offers.
1) Technical Subfactor 1.1: Management Plan
Subfactor 1.2: Environmental Permits and Compliance Subfactor 1.3: Vehicle and Equipment Management Plan
2) Past Performance
Recency Relevancy
3) Price Completeness Reasonableness Balance
M-2.0 BASIS FOR AWARD
M-2.1 Responsiveness Initially, offers will be evaluated for responsiveness. To be considered responsive a proposal must have complied with all instructions listed in Section L. The compliance evaluation will determine if the proposal clearly meets the minimum requirements of the solicitation. Offerors will be determined to be either “Responsive” or “Non-Responsive”.
M-2.2 Evaluation Factors Ratings The three (3) evaluation factors used to evaluate proposals are: Technical, Past Performance, and Price. The Government reserves the right to award a contract without discussions. However, following the initial evaluation, the Government may hold exchanges with offerors for clarification or communication purposes. The Government also reserves the right to establish a competitive range and conduct discussions if it is determined to be in its best interest. All exchanges will be conducted IAW FAR subpart 15.306.
M-2.2.1 Technical The Government will evaluate technical proposals using the subfactors listed in M-1 to assess whether the offerors proposed approach, as detailed in its proposal, will satisfy the Government’s requirements. The Government shall use an acceptable/unacceptable technical rating listed in Table 1 below, where all subfactors are considered equal. To be considered for contract award, each of the technical sub-factors must receive a pass rating.
M-2.2.1.1 Management Plan This sub-factor will be deemed acceptable if the offeror’s proposed plan meets all the required information in sections a to f and effectively describes strategies to successfully manage the project to meet the performance objectives.
(a) Timeline to outline key mobilization activities.
(b) An organizational structure that addresses the approach and identifies key personnel IAW PWS paragraph 4.5.
(c) An explanation on how the proposed management structure will ensure efficient and effective performance of the contract and how work will be accomplished in a logical sequence that will lead to successful performance.
(d) An explanation of how your company will coordinate availability of personnel and equipment to remediate below standard performance in a timely manner without affecting regularly scheduled performance.
(e) A detailed plan that outlines the procedures, personnel, and equipment in place to ensure uninterrupted performance. The plan must specifically address how your company will cover service requirements during unexpected employee absences or the unavailability of subcontractors, guaranteeing no impact on regularly scheduled services.
(f) Details on how you intend to manage subcontractors’ performance and base access to ensure seamless quality performance.
M-2.2.1.2 Environmental Permits and Compliance This sub-factor will be deemed acceptable if the offeror’s proposed plan meets all the required information in sections a to c and effectively describes strategies to successfully manage the
(a) Copies of the current EA environmental permits for each proposed disposal, treatment, or processing facility that will be used to fulfill the requirements of the PWS.
(b) For any required permits not currently held, a detailed permit acquisition plan with a timeline demonstrating the ability to secure the permit prior to the contract start date.
(c) A written declaration confirming that all submitted permits are current (or will be obtained as per the acquisition plan) and will be maintained throughout the full period of performance.
M-2.2.1.3 Vehicle and Equipment Management Plan This sub-factor will be deemed acceptable if the offeror’s proposed plan meets all the required information in sections a to c and effectively describes strategies to successfully manage the
(a) A description of the Offeror's vehicle fleet, including the management and maintenance procedures to ensure all vehicles are kept in safe, operable, and roadworthy condition IAW all applicable UK laws and standards. The plan must also address the availability of backup vehicles to be deployed during routine maintenance or unexpected breakdowns.
(b) An inventory list of all primary and backup equipment that will be utilized to perform the work. This list must specify all available skips (e.g. open skips, closed/lidded skips, roll-on/roll-off containers) that the Offeror has on hand or can readily provide to meet the requirements of all installations.
(c) A detailed description of the Offeror's process for the collection and disposal of waste.
Technical evaluations will be rated using the following presented in Table 1 below:
Table 1. Technical Acceptable/Unacceptable Acceptable Proposal meets the minimum requirements of the solicitation
Unacceptable Proposal does not meet the minimum requirements of the solicitation
M-2.2.2 Past Performance The past performance evaluation is an assessment of the Government’s confidence in an offeror’s ability to successfully perform the work required by the solicitation. This assessment is based on the offeror’s record of recent and relevant past performance. As a result of this evaluation, the Government will assign the offeror one of the confidence ratings as defined in Table 3 below.
Recent and relevant past performance will be based on information received from questionnaires completed by the offeror’s previous customers (identified by the respective offerors) and any other sources of information available to the Government. Greater consideration may be given to information on those contracts deemed most relevant to the effort described in this solicitation.
Past performance of predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will be considered equivalent to past performance information for the principal offeror.
Recency is defined as: Five (5) years from the issuance of this solicitation. The period of performance for past performance submitted must be a minimum of six (6) months.
Relevancy is defined as:
(a) Performed the full range of IWMS as described in the PWS;
(b) Managed subcontractors (if applicable);
(c) Managed at least two (2) separate regions simultaneously. (A region is a geographical area that includes multiple sites);
(d) Serviced a minimum of 290 Front End Loaders (FEL);
(e) Serviced a minimum of 1.2M liters of liquid waste annually; and
(f) Performed on contracts with a minimum annual value of 4,000,000 GBP (approx.
$5,380,000 USD)
The Government will validate the recency and relevancy of each past performance reference submitted. Relevant performance includes past or present efforts involving similar scope, magnitude of effort, and complexity as compared to the requirements of this solicitation. Based on this assessment, the Government will assign a relevancy rating from Table 2 for each recent reference. The Government is not bound by the offeror’s opinion of relevancy.
Table 2. Past Performance Relevancy Ratings Method Adjectival Rating Description
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance information rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance IAW FAR 15.305(a)(2)(iv). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
M-2.2.2.1 Past Performance Questionnaires Using questionnaires, the Government shall seek relevant and recent performance information based on (1) the past and present efforts provided by the offeror and (2) data independently obtained from other government and commercial sources to assess past performance.
In addition to the Past Performance Questionnaires (Section J, Attachment 4) completed by the points of contact listed in the proposal, the Government may also utilize data independently obtained from other government and commercial sources during the past performance evaluation. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of the Contractors who are part of a partnership/joint venture or teaming agreement identified in the Offerors proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontracting Reporting System (eSRS), and any other known sources not provided by the Offeror.
The assessment process will result in an overall performance confidence assessment using the ratings in Table 3.
Table 3. Performance Confidence Rating Rating Description Substantial Confidence Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort
Neutral Confidence No recent/relevant performance record is available, or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
M-2.3 Price Evaluation The Government will evaluate prices submitted in the Offer Sheet (Section J, Attachment 3).
Failure to propose on all Contract Line-Item Numbers (CLINs) will render the price evaluation incomplete and the proposal non-responsive.
The contracting officer has determined there is a high probability of adequate price competition for this acquisition. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
The Government will calculate a Total Proposed Price (TPP) for each offeror. An offeror’s TPP will be determined by multiplying the quantities for each CLIN (0001-0039) identified in the Offer Sheet by the proposed unit price to calculate the extended price for that CLIN. This will be performed on all CLINs across all ordering and option periods (Base Ordering Period 1-5 and Options Periods 1-3) as identified in the Offer Sheet (Section J, Attachment 3). The sum of these extended prices will constitute an offerors TPP for the entire period of performance.
Next, IAW FAR clause 52.217-8, the Government will evaluate the Option to Extend Services, which allows the Government to require continued performance of any services at the rates specified in the contract. For evaluation purposes only, the price for this option will be calculated as fifty percent (50%) of the total price for the final full option period and will be added to the
TPP to arrive at a Total Evaluated Price (TEP). The TEP will be presented to the Source Selection Authority for the purpose of making the source selection decision.
In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended offer and the total of the CLINs will be recomputed accordingly. If the offeror provides a total amount for a CLIN but fails to enter the unit price, the total amount divided by the respective CLIN quantity will be held to be the intended unit price.
Price information submitted in each offerors’ price proposal shall be evaluated to determine if proposed prices are fair and reasonable IAW FAR 15.305. The Government may also use any of the price analysis techniques IAW FAR 15.404-1(b) with reasonableness being evaluated IAW FAR 15.404-1(b)(2).
Balance shall be evaluated IAW FAR 15.404-1(g) to determine if one or more-line items is significantly over or understated. The proposal may be rejected if it is determined to be unbalanced and as a result poses an unacceptable risk to the Government.
Any TEP resulting in the determination of being found unreasonable IAW FAR 15.404 and FAR 31.201-3, unbalanced IAW FAR 15.404-1(g), or incomplete may not be considered for award.
