About this opportunity
The Defense Logistics Agency seeks removal, transportation, and disposal of electronic waste generated at Incirlik Air Base, Turkey, with proposals due November 12, 2026. This is a full and open competition indefinite delivery/indefinite quantity contract issued as a combined synopsis/solicitation under FAR 12.6 for commercial items, with no set-aside applied.
Place of performance is Turkey, with pickup locations at Incirlik Air Base (Adana), Balgat Military Base and Cankari Military Base (Ankara), Kurecik Radar Base (Malatya), and Cigli Airbase (Izmir). Contractors and subcontractors must be registered to do business in Turkey and obtain Turkish operating permits and licenses. All disposal and recycling must utilize only facilities and transporters on the Defense Logistics Agency Qualified Facilities List and Qualified Transporters List.
The contract consists of one 30-month base period and one 30-month option period, commencing no later than November 23, 2026. Work includes removal, transportation, characterization, marking, labeling, industrial cleaning, waste analysis, lab packing, equipment rental, and supply provision. The contractor must perform containerized and bulk waste removals within 20 business days (with expedited 5- and 10-day options available), maintain ADR-certified drivers, provide 24/7 emergency contact, and submit detailed waste manifests, monthly reports, and annual waste reports in Microsoft Excel format. The contract minimum is $25,000; maximum is 150 percent of estimated contract value. NAICS code 562211 applies.
Contractors must comply with Final Governing Standards Turkey 2025, Turkish domestic law, European Union standards, and the Agreement Concerning International Carriage of Dangerous Goods by Road. Personnel must hold appropriate security clearance for access to Incirlik Air Base and pass vetting requirements. A pre-proposal meeting is scheduled for October 22, 2026, at 8:00 AM Eastern Standard Time via Zoom; vendors must email Annette.Graham@dla.mil by October 20 for access instructions.
Evaluation weighs past performance significantly more important than price, assessed through a Performance Confidence Assessment based on relevance, magnitude, complexity, and actual performance quality. Proposals must be submitted in two volumes: Volume I with certifications, price schedule, and company information; Volume II with past performance references covering up to three relevant contracts within the last three years. Unit prices are firm for 90 days from initial offer receipt.
