About this opportunity

The Department of the Air Force, United States Air Forces in Europe - Air Forces Africa seeks integrated waste management services across nine U.S. Visiting Forces locations in the United Kingdom, with proposals due July 29, 2026. This is an eight-year firm fixed price contract comprising a five-year base period and three optional one-year periods.

Place of performance includes RAF Lakenheath, Feltwell, Mildenhall, Alconbury, Blenheim Crescent, Croughton, Fairford, Molesworth, and Welford, plus Det 6-Heathrow. Services encompass solid waste collection including recycling, non-hazardous and hazardous liquid waste collection and removal, and specialized streams such as in-flight bladder relief device disposal and electrical/electronic waste processing. All services must comply with applicable UK law, Status of Forces Agreements (SOFA), Final Governing Standards (FGS), and the Overseas Environmental Baseline Guidance Document (OEBGD).

Contractor must provide all personnel, equipment, containers, tools, materials, vehicles, and supervision. All personnel requiring base access must undergo UK security vetting with an estimated 60-day turnover period following award; escorts will be provided if vetting cannot be completed within that timeframe. Flight Line Driving Permits are required at RAF Lakenheath, RAF Croughton, and RAF Fairford only. Normal operating hours are 0500–1700 Monday–Saturday with 24/7 availability for emergency liquid waste response. Emergency and ad hoc collections must be incorporated into the monthly firm fixed price and cannot be billed separately.

Mobilization period is 60 days. All pricing must be submitted in British pounds sterling exclusive of VAT. Past performance requirements include a minimum of two but no more than five prior IWMS contracts involving management of at least two separate regions simultaneously, minimum 290 Front End Loaders serviced, minimum 1.2 million liters annual liquid waste capacity, and minimum annual contract value of £4,000,000. Contractor must possess all required environmental permits and licenses before award; evidence of permit identification (number, issuance date, permit holder name) may be submitted at proposal stage with full copies due after award.

Amendment 2 (July 22) clarifies permit submission requirements and establishes the contract as an Indefinite Delivery, Indefinite Quantity (IDIQ) with an initial Task Order issued simultaneously with award. Technical proposals have a 45-page maximum; Past Performance proposals have a 50-page maximum. NAICS 562119, PSC S205.
