The Department of Veterans Affairs seeks a 15-year lease of 18,810 to 19,800 Occupant Area square feet of contiguous office space for a Community Based Outpatient Clinic in Grants Pass, Oregon, with proposals due June 1, 2026. This is Amendment No. 2 to the RLP, issued May 21, 2026, which revised evaluation criteria and clarified award basis. The Government will apply best value tradeoff procedures under FAR Part 15.101, with technical non-price factors in combination approximately equal in importance to price.
Place of performance is Grants Pass, Oregon. The NAICS code is 531120, Lessors of Nonresidential Buildings (except Miniwarehouses); PSC is X1DB, Lease/Rental Of Laboratories And Clinics. The lease carries no set-aside. The Government has allocated a Tenant Improvement Allowance of $7,100,000, amortized over the 15-year firm term. Broker commission is fixed at 1.9% of total contract value, with the authorized Tenant Representative Broker being Carpenter/Robbins Commercial Real Estate, Inc. The Lease Acquisition Fee cap is $1,500,000.
Evaluation factors in descending order of importance are: (1) Technical Quality and (2) Offeror's Qualifications and Past Performance (equally weighted, most important); (3) Location and (4) Operations and Maintenance Plan (equally weighted, more important than remaining factors); (5) Delivery Schedule (slightly more important than final factor); (6) Socio-Economic Status. The Government intends to award without discussions unless clarifications are needed, requiring best initial proposals.
Offerors must comply with seismic safety standards (high seismicity per VA Handbook H-18-8 and RP 8), ENERGY STAR requirements, Davis-Bacon prevailing wage rates (Jackson and Josephine Counties, Oregon), accessibility, fire protection, and life safety standards. The lessor must provide full janitorial services, HVAC, utilities, parking (minimum 55 spaces), and security upgrades per Facility Security Level II requirements. Design and construction must commence upon award, with design intent drawings due within 20 working days, 50% construction documents within 30 working days of approval, and full tenant improvements completion within 12 months of Notice to Proceed. Liquidated damages for late delivery are $1,095.89 per calendar day. Non-Small Businesses must submit a Small Business Subcontracting Plan meeting VA goals including 17.5% Small Business and 5% Veteran-Owned Small Business. All offerors must have active SAM registration prior to lease award. Initial proposals must include conceptual design and test-fit plans.
