About this file
This is Amendment No. 1 to Request for Lease Proposal (RLP) No. 36C24W24R0017 issued by the Department of Veterans Affairs for a Community Based Outpatient Clinic (CBOC) facility in Grants Pass, Oregon.
The amendment extends the initial offer due date to June 1, 2026, and provides six clarifications to the RLP requirements. A main entrance canopy is optional and not explicitly required but may be evaluated as exceeding requirements with costs included in the building shell. Perimeter fencing around the entire property is not required; however, fencing for government vehicles must be included with costs incorporated into the Tenant Improvement (TI) and Tenant Improvement Cost Schedule (TICS). An emergency generator is required per Exhibit B with costs included in the TI and TICS. No separate BSAC (Building Systems Asbestos Containing) allowance exists; all BSAC-related work will be included in the TI scope and captured on the TICS, which will be completed post-award after design finalization and subject to DVA negotiation and work authorization. Pre-award plans submitted with offers are evaluated under RLP Section 4 and are not considered pre-award Detailed Implementation Documents (DIDs); final DIDs will be developed post-award during a DID workshop per lease requirements. Parking must meet DVA's minimum requirement of 55 spaces and comply with local jurisdiction code requirements; the 1 space per 200 rentable square feet (RSF) ratio applies only when no on-site parking requirement is specified by local code, and proposed sites will be evaluated on parking quality and quantity shown on submitted site plans.

AMENDMENT NO. 1
TO REQUEST FOR LEASE PROPOSAL NO. 36C24W24R0017
April 22, 2026
Department of Veterans Affairs (DVA) Community Based Outpatient Clinic (CBOC)
Grants Pass, OR
Request for Lease Proposal (RLP) 36C24W24R0017 is amended to extend the due date for initial offers. The cover page is modified to read “Offers due by 06/01/2026”.
In addition to extending the initial offer due date, DVA is providing the following clarifications to the RLP:
[1] Does the RLP require a Main Entry Canopy as part of the design?
A main entrance canopy is not explicitly part of the criteria. A main entry canopy could potentially be evaluated as exceeding the requirements. The cost of the canopy would be part of the building shell.
[2] Does the RLP require perimeter fencing around the entire property?
The perimeter fences is governed by the PSRDM in Exhibit B. An entire perimeter fence is not required. However, Government Vehicles will need to be fenced. The final design addressing the security fencing for GOVs will be addressed during DIDs and the cost associated with the fencing will be part of the TI and included on the TICS table.
[3] Does the RLP require an Emergency Generator?
Yes, it is required per Exhibit B. The cost for the emergency generator is included within the TI and included on the TICS table.
[4] Is there a BSAC allowance?
No, all BSAC related work will be included as part of the TI scope and captured on the TICS. The TICS will be completed post award by the contract awardee after design is finalized. The final TI price will be negotiated and work authorized by DVA per Lease paragraph 4.
[5] Are the final plans submitted pre-award considered pre-award DIDs?
No. The plans submitted as part of the offer will be evaluated per RLP section 4. Final DIDs will be developed post-award during a DID workshop per lease section 4.
[6] Is the parking requirement 55 spaces or 1 space per 200 RSF?
DVA’s minimum requirement for parking is 55 spaces, however the proposal must also meet minimum code requirements of the local jurisdiction. The 1 space per 200 RSF ratio governs if there is no on-site parking requirement specified by local code. Offerors should also keep in mind that the proposed site will be evaluated per RLP Section 4. This evaluation includes the quality and quantity of the parking shown on the site plan submitted.
