About this file
This is Amendment No. 2 to Request for Lease Proposal (RLP) No. 36C24W24R0017, issued May 21, 2026, by the Department of Veterans Affairs for a Community Based Outpatient Clinic (CBOC) in Grants Pass, Oregon.
The amendment clarifies the award basis and evaluation criteria. Section 4.03 has been revised to establish that technical non-price factors in combination are approximately equal in importance to price, with the Government using best value tradeoff procedures under FAR Part 15.101. Six evaluation factors are listed in descending order of importance: (1) Technical Quality and (2) Offeror's Qualifications and Past Performance are equally weighted and most important; (3) Location and (4) Operations and Maintenance Plan are equally weighted and more important than the remaining factors; (5) Delivery Schedule is slightly more important than (6) Socio-Economic Status. The Government intends to award without discussions unless clarifications are needed, requiring offerors to submit their best initial proposal. A Tenant Improvement Allowance of $7,100,000 is available. Broker commission is fixed at 1.9% of total contract value. Offerors may offer either fixed-rate or tax-base leases with real estate tax adjustments. Initial proposals must include conceptual design and test-fit plans but do not require TICS or Security Unit Price Lists. Form 527 for the general contractor is required as part of qualifications and past performance submissions. The response deadline remains June 1st per Amendment #1. A single general contractor may be used if multiple subcontractors price across trades.

AMENDMENT NO. 2
TO REQUEST FOR LEASE PROPOSAL NO. 36C24W24R0017
May 21, 2026
Department of Veterans Affairs (DVA) Community Based Outpatient Clinic (CBOC) Grants Pass, OR
DVA is providing the following clarifications to the RLP:
[1] Section 4.03 of the RLP appears to have conflicting information about the importance of price. There are two versions of B (upper and lower) one indicates “factors more important than price (upper)” and the other indicates “all technical non-price factors are approximately equal in accordance to price.”
Section 4.03 of the RLP is replaced with the following to clarify the award basis language and properly organize each paragraph:
4.03 AWARD BASIS (FEB 2026)
Award Based on Other Evaluation Factors
A. The Lease will be awarded to the responsible Offeror whose offer conforms to the requirements of this RLP package and will be most advantageous to the Government, price and technical evaluation factors listed below considered. The best value tradeoff process permits tradeoffs among price and technical factors, allowing the Government to make an award to other than the lowest priced Offeror or other than the highest technically rated Offeror.
B. The combination of factors below is approximately equal in importance to price. As proposals become more equal in price, their technical merit becomes more important. Likewise, as technical factors become more equalized, price becomes the most important component.
C. The following evaluation factor(s) will be considered:
1. Factor 1 Technical Quality
2. Factor 2 Offeror’s Qualifications and Past Performance
3. Factor 3 Location
4. Factor 4 Operations and Maintenance Plan
5. Factor 5 Delivery Schedule
6. Factor 6 Socio-Economic Status
D. See FAR Clause 52.219-4 Notice of Price Evaluation Preference for HUBZone Small Business
Concerns, as listed under the attached GSA 3517, General Clauses.
E. If an offer contains terms modifying any Lease provision, the Government will not be under any obligation to award a Lease in response to that offer.
F. In accordance with FAR Part 15.101, competitively negotiated best value trade off source selection procedures will be used to evaluate proposals, and an award will be made to the responsible Offeror offering the best value to the Government after evaluation of both the total evaluated contract price and non-priced technical factors.
G. The Government intends to evaluate proposals and award a contract without discussions with the Offeror (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the LCO later determines them to be necessary. If the LCO determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the LCO may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. The LCO will only establish a competitive range if discussions are deemed necessary.
H. All technical non-price factors when combined are approximately equal in importance to price, however, as proposals become more equal in their technical merit, the evaluated price becomes comparatively more important. The Government may make trade-offs between price and technical merit when determining if the increased technical merit is worth the increased price. The LCO will evaluate all aspects of the proposal to assess the Offeror’s ability to perform the contract successfully. The evaluation will be conducted on the factors specified in this RLP.
I. TECHNICAL EVALUATION FACTORS
The technical factors are listed in descending order of importance. There are no sub-factors.
Factors 1 and 2 are of equal importance and are more important than the other factors. Factors 3 and 4 are of equal importance and more important than Factors 5 and 6. Factor 5 is slightly more important than Factor 6.
[2] Can the agency clarify that a fixed rate lease is solely a preference for the VHA and offerors can still offer with a tax base including Lease Section 1.09 and 2.09 with relation to Real Estate Tax Adjustments?
Confirmed- This is allowed.
[3] Can the agency please provide the Broker Commission Agreement or give directions on how the Offeror is to obtain the Commission Agreement in order to obtain the commission percentage?
Commission Rate- 1.9% of the Total Contract Value. Please provide Entity Name, Signatory name, Email, Cell Phone and Building Address with your proposal, and the VA can provide the Broker Commission Agreement
[4] Section 1.3 of Exhibit B mentions that offerors must turn in a Form 527 for their general contractor, but this is not noted anywhere in the RLP itself. Could VA please confirm this is required?
See page 20 of the RLP. The requirement is part of the submissions due for Qualifications and Past Performance.
[5] Section 3.01B of the RLP calls for Pre-Award DID’s. Could VA please confirm this is not required for Initial Offers?
Conceptual design/test-fit plans are required for the Technical Quality portion of the non-price factor evaluation.
[6] Please confirm that a TICS (or TI Unit Price List) and Security Unit Price List do not need to be submitted with Initial Offers, since there is a TI Allowance.
Confirmed. This RLP utilizes a Tenant Improvement Allowance of $7,100,000.00 per RLP Section
3.05. Accordingly, the TICS (Exhibit O) and Security Unit Price List are not required to be submitted with Initial Offers.
[7] We would like to respectfully request a 1-month extension, which would make the new due date Friday, June 5 at 5 PM PT.
The response date will stay June 1st per amendment #1.
[8] The L100 in 4.02 asks that “a minimum of two qualified general contractors must be invited by the Lessor to participate in the proposal process” but in 4.03 “Factor 2 - General Contractor Qualifications “one GC appears to be referenced. Is the Government requiring multiple bids from GC’s or one?
If a single GC prices TI, multiple subcontractors must price across trades.
[9] The L100 in 4.03 references a compliance matrix. Is that provided?
Please refer back to section 3 of the RLP. No separate matrix is provided.
[10] Is any action required with the TICS form at this time?
No. Only after design is finalized and TI is priced.
