About this opportunity

The U.S. Army Corps of Engineers Memphis District Contracting office has issued a Request for Information (RFI) to conduct market research for the procurement of four new articulated concrete mattress (ACM) lifting frames. This RFI is designated as a total small business set aside and seeks to identify parties with the interest and resources to support this specialized requirement. The lifting frames are designed to support revetment mat loading operations for the Regional Channel Improvement revetment sinking mission and will integrate with existing supply barge modifications. The procurement scope includes construction, delivery, and installation of the lifting frames into current mat loading operation equipment, specifically the Whirley Crane system. The lifting frames are also designed to work with Armor 1, a new robotic ACM laying barge scheduled for delivery in December 2025.

The primary purpose of this RFI is to assess market capabilities and identify potential contractors for what is intended to be a competitive procurement process. Interested parties must submit a 10-page capabilities statement by 10:00 AM CST on July 31, 2025, to specified contract specialists via email. The procurement is set aside for small businesses under NAICS code 333613 (Mechanical Power Transmission Equipment Manufacturing) with a size standard of 750 employees. The estimated delivery period is 12 months with performance expected to commence in September 2025. Respondents are required to provide detailed information about their technical capabilities, potential subcontracting strategies, market conditions, and their approach to meeting the government's requirements. The extensive technical documentation provided includes detailed engineering drawings and specifications for the complex lifting frame assemblies, which require strict material certification, welding standards, and non-destructive testing protocols.
