About this opportunity
The United States Section of the International Boundary and Water Commission (USIBWC) is soliciting bids for the replacement of the hydraulic system for Penstock #5 at Amistad Dam in Texas. The penstock has been non-functional for several years, and the project requires a comprehensive approach including site preparation, full system and structural inspection, hydraulic system replacement, debris disposal, quality control testing, and potentially manufacturing a new penstock bulkhead. Contractors must demonstrate minimum qualifications including at least 5 years of experience on similar construction projects, federal government prime contracting experience, hydraulic systems installation for dams, confined space work capabilities, and crane operations expertise. The solicitation is being issued under FAR Part 14 as an Invitation for Bid with a firm-fixed price contract structure, and evaluation will be based on the contractor's ability to meet technical specifications and minimum qualification requirements. The original due date for bids was July 9, 2025, with written questions due by June 18, 2025, and mandatory site visits scheduled as part of the pre-bid process.
This solicitation does not utilize any set-aside designations and is open to all responsible sources. The contract value is estimated between $1,000,000 and $5,000,000, with work to be performed under NAICS Code 237990 (Other Heavy and Civil Engineering Construction). The project timeline spans 485 calendar days total, including 365 days allocated for construction activities and 120 days for final paperwork and contract closeout. Work will be performed at Amistad Dam in Val Verde County, Texas, with specific site constraints including restricted working hours (7:00 am to 3:30 pm, Monday through Friday), limited access through a port of entry, and load capacity restrictions on the Texas Spur 349 bridge (HS-20 rating) and embankment crest road (70,000 pounds). The contractor must provide their own crane and certified operator to handle the existing penstock bulkhead, which weighs approximately 33,000 pounds and measures 14.3 feet wide by 24.6 feet tall.
