About this file

IBWC Form 245C is a minimum qualifications form for contractors bidding on construction work, specifically designed to determine the percentage of work to be self-performed by the contractor according to FAR 52.236-1. The form requires contractors to detail various cost components, including total bid price, design costs, preconstruction surveys, geotechnical analyses, utility surveys, site inspections, and overhead expenses. Contractors must calculate and certify the percentage of construction work they will perform themselves, distinguishing between self-performed work and subcontracted work, with specific definitions provided for what constitutes self-performance, such as mobilization of owned/rented equipment operated by the contractor's own employees and direct material purchases and installations.

The form includes detailed instructions defining key terms like "self-performance of work," "design costs," and "preconstruction surveys," and specifies that certain expenses such as profit markups, general and administrative overhead, bonds, and insurance are not considered self-performed work. The form is part of a series of related qualification forms (245, 245A, 245B, 245D) used by the International Boundary & Water Commission to assess contractor capabilities, with this specific version (Form 245C) focusing on the performance of construction work by the contractor.

INSTRUCTIONS

Solicitation Number: Enter the USIBWC solicitation number.

The following are definitions concerning self-performance of work by the Contractor in accordance with FAR Clause 52.236-1 Performance of Work by the Contractor (APR 1984).

“Self-Performance of Work” generally includes mobilization and utilization of owned or rented plant and equipment to be operated by the Contractor's own (not subcontract) employees. Include only those materials which will be both purchased and installed by the Contractor's own (not subcontract) forces, the labor associated with those aforementioned materials or equipment, only those supplies to directly support work performed by the Contractor's own employees, and the Contractor's own job overhead costs.

"Design Costs" includes all work defined in FAR 36.306-4(a)(1) and (2). Include all work that produces an engineer signed and stamped document required to proceed with construction except for work on as-built drawings.

"Preconstruction Survey Costs" includes all work defined in FAR 36.306-4(a)(4) that is performed before construction begins. This does not include surveying for as-builts, quantities, or other post construction work.

"Preconstruction Geotechnical Borings/Analysis" includes all work associated with collecting geotechnical bores or samples, performing analysis on collected materials, and performing additional or new geotechnical analysis on the site of work. This includes preconstruction establishment/identification of borrow areas but does not include any quality control testing detailed in the construction specifications.

"Preconstruction Utility Surveys" includes all work performed to identify type or location of utilities performed prior to construction in the area of the utilities.

"Preconstruction Site Inspection" includes all work associated with photographing the site, videotaping the site, trips to the site, and other similar work performed prior to construction.

"On the Site" includes the construction site(s), jobsite, and worksite as well as offsite fabrication plant, borrow sites, or other facilities necessary to manufacture assemblies or provide materials to be incorporated into the construction project. See Technical Specifications Section 01.42.00 for definition of jobsite and worksite.

“Total Self-Performed Construction Work" is comprised of all direct (variable, fixed, one-time and semi-variable) costs to the Contractor, including jobsite overhead costs, to construct the project. It generally includes all self-performed work, as defined above, and cost of all supplies and materials installed by Contractor.

The following are NOT self-performed work for purposes of the clause: markups for profit, general and administrative (G&A) overhead, bonds, insurance, or other indirect costs on self-performed or subcontracted work, "Owner-operated equipment," rental of plant or equipment for operation by subcontractors, and purchase of materials for installation by subcontractors. These items are entered into Line G.
