The United States Section of the International Boundary and Water Commission (USIBWC) is seeking a contractor to replace the hydraulic system for Penstock #5 at Amistad Dam, located in Val Verde County, Texas. The project requires a comprehensive replacement of a non-functional hydraulic system, including site preparation, system inspection, hydraulic replacement, debris disposal, and potential manufacture of a new penstock bulkhead. Contractors must provide a certified crane operator capable of handling a 33,000-pound bulkhead and work within strict operational constraints, including facility hours from 7:00 am to 3:30 pm Monday through Friday. The solicitation will be issued under FAR Part 14 procedures and is expected to be posted around April 4, 2025, with a minimum 30-day availability period. The contract is not set aside for any specific category of business and will be awarded as a firm-fixed price contract. The project is estimated between $1,000,000 and $5,000,000, with a total project duration of 485 calendar days, including 365 days for construction and 120 days for final paperwork. The bulkhead to be handled is approximately 14.3 feet wide by 24.6 feet tall, and contractors must navigate site-specific access limitations, including crossing a port of entry with specific operating hours. Workers will need proper documentation for U.S. reentry, and access to the site is limited by bridge and embankment load capacities. The contract requires coordination with the Amistad Field Office Area Operations Manager and adherence to strict logistical and operational guidelines throughout the project's implementation.
