About this file
The document is an International Boundary & Water Commission (IBWC) Form 245 Minimum Qualifications for Award, which outlines specific eligibility criteria for contractors bidding on a federal contract. Contractors must demonstrate a minimum of 5 years of experience in construction projects similar in magnitude, scope, and complexity, including specific requirements such as federal government prime contracting experience, hydraulic systems installation for dams, confined space work, and crane operations. Additional qualification requirements include having a Dun & Bradstreet PAYDEX score of 100 or an Experian Business Credit Score of 65 or greater.
To qualify, contractors must provide detailed backup documentation for each qualifying project using IBWC Form 245B, including a current D&B or Experian report less than 30 days old. Any "No" answer to the qualification questions automatically disqualifies the contractor from bidding. Subcontractor experience can be used to answer questions 1-4, but must be supported by documentation and a signed statement explaining the specific work to be performed. The form emphasizes that contractors must be prepared to submit additional supporting information within 24 hours if requested by the Contracting Officer, with failure to do so resulting in ineligibility for award.
