1.5. Existing Structures

1.5.B. Penstock #5 was originally designed to be a "dual gated" 15 foot irrigation outlet (penstock). Both gates were designed as tractor (cable operated) gates and weigh 48,000 pounds each. The dual gates are generally referred to as the penstock gat...
1.5.C. During construction, the irrigation (downstream) gate was replaced with a hydraulic slide gate. The penstock gate (upstream/head gate) was left as originally designed and is currently in the up (or open) position. Upstream of both Penstock #5 g...
1.5.D. The irrigation gate was in the closed position between approximately 2010 and 2018. In 2010 the following observations were made during the last, unsuccessful attempt to operate the gate:
1. Hydraulic Operating System
a. The hydraulic gate pump was completely operational and quickly built adequate pressure to the control valve.
b. When the control valve was moved to the open gate position, the hydraulic fluid was heard feeding the hydraulic feed lines; however pressure was quickly lost.
c. Visual observation down the gate slot (maybe 40-50 feet down the slot) indicated a spray of hydraulic fluid being lost from the feed lines.
d. There was no indication of gate movement, probably due to the loss of hydraulic pressure.
2. Hydraulic Gate
a. The last time the gate was physically inspected is believed to be in the 1980's.
b. Access to the back side of the gate (downstream side) is 190 foot down the 4 foot by 24 foot penstock gate slot and through an approximate 2.5 foot opening behind the gate.
c. The current physical condition of the gate (wear, corrosion, etc.) is unknown.
d. Similarly the physical condition of the concrete portion of the penstock where the gate frame is embedded in the concrete, as well as that of the concrete/penstock liner interface is unknown.
e. The hydraulic gate was known to have a "chatter" problem at certain gate openings: and during normal operations in 1998 it was reported that the gate would "bleed off" and would not hold a gate opening.
f. The hydraulic gate is framed (and seals) to the upstream side of the penstock concrete.
1.5.E. In 2018 a contract was issued to repair the hydraulic lines. Work included removing and disposing of existing pipe connected to the cylinder on Penstock #5 and installing new ¾ inch 316 stainless steel, socket welded pipe and clamps. Following ...
1.5.F. In 2019 a new hydraulic motor was installed.
