About this opportunity
The Department of the Army National Guard seeks repair of fire pump controllers and disposal of a High-Expansion Foam system at Building 1176, Eielson Air Force Base, Alaska, with bids due September 28, 2026, at 10:00 AM Alaska Standard Time. The procurement is 100% set-aside for small business concerns and carries an estimated order of magnitude of $350,000 to $500,000.
Place of performance is Eielson AFB, Alaska 99702. A mandatory site visit is scheduled for September 2, 2026, at 2:00 PM local time; contractors must register three business days in advance with firm name, visitor names, driver's license information, citizenship, birthday, and last four digits of SSN. Questions must be submitted by September 10, 2026, at 12:00 PM Alaska Standard Time to the contracting officers.
The scope replaces two fire pump controllers, decommissions and removes one legacy foam-releasing control panel while installing a new panel for the preaction/wet system, and decommissions and removes one HEF tank and concentrate storage system. The period of performance is 120 days from Notice to Proceed. Work is performed under NAICS 236220, Commercial and Institutional Building Construction, with PSC Z1AA.
The contractor must comply with extensive environmental requirements including hazardous waste training completed two weeks prior to work start, all waste disposal costs borne by the contractor. HEF testing triggers notification to the Alaska Department of Environmental Conservation with potential ADEC presence; all testing is treated as hazardous substance spills requiring immediate reporting. Contractors must designate an Environmental Manager, submit Initial Hazardous Waste Accumulation Logs and disposal certificates, and provide an Environmental Protection Plan addressing waste management, spill prevention, and air quality compliance for hydrochlorofluorocarbons (prohibited from intentional venting as of January 1, 2026). All personnel require security clearance processing including Antiterrorism Level I training, E-Verify verification, and compliance with FPCON and HPCON measures.
Decommissioning of the HEF tank and piping must be performed by a Licensed Sprinkler System Installer or specialized fire suppression contractor with at least three similar projects completed over a minimum of six months. Fire alarm and mass notification system panel terminations require NICET Level III technicians or Alaska-licensed Class IC installers with minimum five years of experience. All fire alarm and mass notification circuits must use red conduit with Class B wiring and screw terminal connections. Contractors must submit a Workplan and Accident Prevention Plan prior to award, and must coordinate any Alarm Shop support 24–72 hours in advance. Award will be made to the lowest responsive bid. The 85% limitation on subcontracting applies, restricting subcontractor costs to no more than 85% of government contract payment, excluding materials. A bid guarantee of 20% of bid price or $100,000, whichever is less, is required. Prevailing wage rates per Alaska Department of Labor wage determination apply. Bids must be submitted via email only.
