About this file

This is a Statement of Work (SOW) for Qualified Fire Protection Engineer (QFPE) Services to design, oversee, and commission fire protection system modifications for a facility in Alaska.

The QFPE, licensed in Alaska, shall serve as the Engineer of Record and provide comprehensive professional engineering services across three phases. Phase I (Design, Engineering, and Permitting) requires the QFPE to develop stamped design documents including a code analysis, complete engineering drawings, detailed sequence of operations for the releasing panel and fire pump controllers, and hydraulic design verification. The hydraulic verification must be based on a new fire hydrant flow test conducted per NFPA 291 prior to construction and must demonstrate that a minimum residual pressure of 20 psi is maintained at the fire pump suction side when operating at 150% of rated flow to prevent cavitation. The QFPE must also prepare and submit all permitting documents to the Authority Having Jurisdiction (AHJ). Phase II (Construction Administration) requires submittal review, periodic site inspections at critical milestones, and technical support through Requests for Information responses. Phase III (Acceptance Testing & Commissioning) requires development of a comprehensive integrated acceptance test plan per NFPA 4, direct witnessing and approval of all testing including fire pump controller operations, releasing panel functional verification, and alarm signal transmissions, and generation of a punch list for deficiencies requiring re-testing. Project closeout deliverables include written confirmation of successful testing, formal approval of as-built drawings, and a final stamped letter of compliance confirming full conformance with applicable codes and standards including UFC and NFPA standards 4, 13, 20, 25, 70, and 72.

Qualified Fire Protection Engineer (QFPE) Services

1.0 General

The project owner shall retain a Qualified Fire Protection Engineer (QFPE), licensed in the state of Alaska, to act as the Engineer of Record. The QFPE is responsible for providing all professional engineering services required to ensure the fire protection system modifications are designed, installed, tested, and commissioned in full compliance with this SOW, all applicable UFC, NFPA standards (including NFPA 4, 13, 20, 25, 70, and 72), and the Authority Having Jurisdiction (AHJ).

2.0 Phase I: Design, Engineering, and Permitting

The QFPE shall develop and provide a complete, stamped set of design documents for submission to the AHJ. These documents shall form the basis for the contractor's bid and installation work. This phase shall include:

1. Code Analysis: A review of existing conditions and all applicable codes to define the design requirements.

2. Engineering Drawings: A complete set of stamped plans is required. These drawings must detail, at a minimum: new component locations, all power and control wiring diagrams, system integration points, and the specified handling of abandoned wiring.

3. Sequence of Operations: A detailed narrative defining the precise logic for the new releasing panel and fire pump controllers, including all alarm, supervisory, trouble, and release sequences.

4. Hydraulic Design Verification: The QFPE shall re-verify the system's hydraulic design to ensure continued compliance and safe operation. This verification must:

• Be based on a new fire hydrant flow test performed in accordance with NFPA 291 prior to construction. The results of this test must be submitted with the calculations.

• Be based on the full operational capacity of the existing fire pumps.

• Crucially, the calculations must prove that a minimum residual pressure of 20 psi is maintained at the suction side of the fire pump when operating at 150% of its rated flow to prevent pump cavitation.

5. Permitting: Preparation, stamping, and submission of all required documents to the AHJ to secure all necessary permits.

3.0 Phase II: Construction Administration

The QFPE shall provide oversight during the construction phase to ensure work is performed in accordance with the approved design documents. This phase shall include:

1. Submittal Review: Review and approval of all contractor submittals, including shop drawings, product data sheets for the new FPCs and Releasing Panel, and all associated components.

2. Site Inspections: Conduct periodic site inspections at critical milestones to verify the quality and compliance of the installation.

3. Technical Support: Provide timely responses to contractor Requests for Information (RFIs) to clarify design intent.

4.0 Phase III: Acceptance Testing & Commissioning

The QFPE is responsible for directing and approving the final commissioning of the modified system. This is the final verification that the system performs as designed. This phase shall include:

1. Integrated Test Plan: Development of a comprehensive, integrated acceptance test plan in accordance with NFPA 4.

2. Witness and Approve Testing: The QFPE must directly witness, document, and formally approve all acceptance testing, including:

• Full operational and flow testing of both new fire pump controllers.

• A point-by-point functional test to verify the releasing panel's programmed Sequence of Operations.

• Verification of all alarm and supervisory signal transmissions to the building's main Fire Alarm Control Unit, supervising station, and annunciators.

3. Deficiency Management: Generation of a "punch list" for any items failing the initial test and witnessing the re-testing of those items upon correction by the contractor.

5.0 Final Deliverables and Project Closeout

The QFPE's services shall be considered complete upon the owner's receipt and acceptance of the following:

1. Written Confirmation of Successful Testing: A formal letter from the QFPE stating that all systems have passed the integrated acceptance test without deficiencies.

2. Approval of As-Built Drawings: The QFPE's formal review and approval of the contractor's final "as-built" drawings.

3. Final Project Report: A final, stamped letter of compliance from the QFPE, stating that the completed installation meets the design intent and is in full conformance with all applicable codes and standards.
