Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Pearl Harbor plans to issue a Request for Proposal (RFP) for Range Operations Support and Base Operations Support Services in support of the Pacific Missile Range Facility (PMRF) Barking Sands, Kekaha, Island of Kauai, State of Hawaii.
The procurement will be set aside for competition within the Small Business Administrations 8(a) Business Development Program. Predecessor Contract No. N0060409D0001 was competitively awarded within the 8(a) program.
The procurement includes a full complement of operations and sustainment services in support of the PMRF mission. Service requirements include all aspects of the operations and maintenance of radar, optics, safety systems, displays, communications architecture, facilities, and real property.
The Government intends to award an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to a single source.
The contract will consist of one(1) 5-year base period and one(1) 5-year option period. Contract Line Items will include Firm Fixed Price (FFP), Cost Plus Incentive Fee (CPIF), and Cost reimbursement. This is a 100% set-aside for competition among firms certified by the Small Business Administration as eligible 8(a) participants. The NAICS code is 561210 with a size standard of $38.5M.
This synopsis shall serve as the presolicitation notice for the RFP. The anticipated release date of the RFP is May 31, 2019.
