PMRF Script for

Pre-Proposal Site Tour

(Makaha Ridge, Kokee Park, Kokee AFS, Port Allen)

June 25, 2019

Location Script – Describe building/grounds/systems that are maintained by the O&M contractor and any that contain contractor staff

Makaha Ridge Security Gate Welcome to Makaha Ridge. For all of Makaha Ridge, the O&M contractor is responsible for the grounds, building maintenance, electrical, plumbing, HVAC, and custodial for all of the buildings. The O&M contractor provides the guards here at the gate. To the right is our Frequency Interference Control site used for monitoring the electromagnetic environment. We are going to start from the bottom of Makaha Ridge, and work our way back up the Ridge with a few stops along the way.

The busses cannot go any further. Just a little further down is the optics pad (Sea Clutter Site) where we keep one of our Optics system. The building adjacent to the pad houses the SPS-73 for range surveillance, and the big radar on top is the SPS-48E for air surveillance. The dome across from us houses one of our precision track radars, and we have two more precision track radars just to the right. (See spec item 3.5.10 and J-5-00-01). The last building on the right houses our power plant for Makaha Ridge

976, 977, We are parked next to the Electronic Warfare building, which is our primary site for training ships and aircraft in Electronic Warfare. Behind us is a cluster of trailers and towers our customers will use for test and evaluation. The O&M contractor is responsible all the PMRF assets here on the Ridge. Some of our customers do bring their own equipment to Makaha Ridge, but the O&M contractor will not be responsible for those assets. 708 This location is the hub for all of PMRF’s communications between Makaha Ridge, Kokee Park, and Barking Sands.

Our communications to Barking Sands is via a microwave link and optical fiber. Both communication paths provide redundancy to each other in case one of the links has an outage. The aerial fiber between Kokee, Makaha Ridge, and Barking Sands is maintained under a separate contract and not under the O&M contract. (See spec item 3.5.3 and J-5-00-01.)

Up ahead is another precision track radar. We have a total of seven radars (see spec item 3.5.3 and J-5-00-

01) on Makaha Ridge.

We’ll now drive to the telemetry site. 5 As we’re driving we’ll pass a road on the right that goes to our helicopter landing pad.

742 On the left, building 742 is used for the storage of large spare telemetry, radar components and optics. 7 723, 725- 730, 736, 737, 734, This is PMRF’s telemetry site (see J-5-00-01 and spec item 3.5.11). Here, you will see seven antennas of various sizes that are used to support operations. Also, buildings 734 and 738 is the C-Band satellite communication earth station (see J-5-00-01 and spec item 3.5.3).

You’ll notice as we drove up Makaha Ridge there are no dining facilities on the site. There are little kitchenettes in the radar building and the telemetry building. There are restrooms in buildings 731, 725, 740, 708, 711, 722, 715, 720.

From here, we’ll visit PMRF’s Kokee sites.

Kokee Park 10 Site A 775 - 778

Ahead of us is Kokee Park Site A. PMRF maintains the grounds, buildings, custodial, and the utilities.

Site B 779, 780, On the left is Kokee Park Site B where PMRF operates and maintains the power plant used to power all PMRF assets in Kokee Park. Here also PMRF maintains the grounds, custodial, and utilities.

Site C 763-765, 768, 769

This area we’re entering is shared by PMRF and the State of Hawaii. PMRF handles all of the grounds, building maintenance (except the state building), custodial (except the state building), and utilities. This is where PMRF operates and maintains our over-the-horizon communications and command termination systems. These antennas communicate to Barking Sands via fiber optic cable through Makaha Ridge and a microwave link with the Hawaii Air National Guard Kokee Air Force Station. The O&M contractor maintains the towers, antennas, and the building. (See J-2-1-1 & spec item 3.2.1-3.2.8 with references to appropriate J attachments & J-5-00-01)

Site D 761, 766, 767, 781- 783, 785, Here at Site D, PMRF operates two precision tracking radars and three telemetry antennas. The O&M contractor maintains the radars and telemetry systems as well as the buildings and towers. (See J-2-1-1 & spec item 3.2.1-3.2.8 with references to appropriate J attachments & J-5-00-01)

Site E 786-8, 790- 793, 795-796

This is Site E, NASA’s primary footprint on Kokee. PMRF does not have any assets here, but the O&M contractor does provide the building maintenance, custodial, grounds maintenance and utilities for NASA.

Air Force Station

Further up the road is the Hawaii Air National Guard Kokee Air Force Station. PMRF maintains an APS-134 surveillance radar, communication equipment, and a microwave link to Kokee Site C, and are all remotely operated. The O&M contractor does provide grounds maintenance, custodial, electrical, plumbing, and heavy equipment support for the Hawaii Air National Guard. (BSR pending)

Port Allen 17 Welcome to Port Allen 18 These are leased facilities utilized by the O&M contractor’s Marine Systems personnel who are responsible for maintaining and operating two 95’ Multi-Purpose Craft.

The O&M contractor provides the guards here at the gate when the boats have torpedoes or MK-30 targets on their decks after regular working hours.

The torpedoes and targets are transported to and from Port Allen by the O&M contractor ordnance personnel from Barking Sands using Navy-owned trucks.

Up the hill is a fenced area the O&M contractor’s Marine Systems personnel utilizes to store fuel trucks, a bilge water truck, a mobile crane, fuel spill response equipment and other related materials.

The northern half of the warehouse is space provided to the O&M contractor for offices, training/conference rooms and machine shop along with storage for Marine Systems and Fuel Spill Response equipment. Space is leased from the State and state maintains.

Tank 820 is a 100,000 gallon capacity tank built in 1969. Tank 826 was built 2 years later and has a capacity of 126,000 gallons. Water comes in on an 8" pvc line from the county waterline along Kaumualii Hwy.

Approximately 95,000 gallons per day is drawn from the county, which is the secondary source of water for the base. This source is interconnected with the primary water storage and distribution system on the north end of the base that we will see later in the tour. All of the base water needs, potable, irrigation, and fire protection is fed by this system. Chlorination and fluorination of water occurs here, and this site is equipped with an emergency standby generator to keep everything flowing whenever an outage is experienced with Kauai Island Utilities Cooperative (KIUC), electrical power company. The main base power plant has a total installed capacity of 2.1 megawatts, which consists of two 600-kilowatt and three 300-kilowatt gen-sets. Fuel is fed from a 30,000 gallon underground storage tank that is outfitted with leak detection equipment.

This package plant receives and treats the domestic sewage for the facility cluster around us, from building 105 on the south end, to the aircraft hangar, building 384, on the north end, with several lift stations interspersed to get it all here. The waste is treated with sodium hypochlorite, and the effluent is pumped to a leaching field across the runway. The facility has an extended aeration type treatment facility, having a design capacity of 18,000 gallons per day.

This is Building 355 and its primary use as a facility is vital to both the ROS and BOS "sides" of PMRF. Bldg 355 contains the Installation's Emergency Operations Center (EOC) which also doubles as a Secure Video Teleconferencing Center (VTC) coordinated and sustained under contract; the PMRF Command Conference Room is also located in this bldg for bi-weekly Department Head meetings and visitor presentations.

Building 358 house the base's Local Dispatch Center, The Dispatch Center is responsible for the intake, processing, and documentation of all incoming "9-1-1" emergency calls and the applicable dispatching of either Fire & Emergency Services vehicles and/or PMRF Security Force personnel depending on the nature of the reported incident and within established National Fire Protection Act time limits. This is the primary water supply for the base. It is fed from the Mana Well, where we draw approximately 400,000 gallons per day through an 8" ductile iron pipe. Tank 103 was built in 1965 and has a capacity of 100,000 gallons. Tank 335 came on line in 1971, and has a capacity of 420,000 gallons. Next to it is facility 386, fire pump building, which supplies the water for the firefighting foam system protecting the aircraft and hangar across the street. Building 394 on the opposite side is the pump and chlorination facility for this water supply source.

Base power plant Bldg 112 D16 STOP/TOUR

The main base power plant has a total installed capacity of 2.1 megawatts, which consists of two 600-kilowatt and three 300-kilowatt gen-sets. Fuel is fed from a 30,000 gallon underground storage tank that is outfitted with leak detection equipment.
