About this opportunity

The Military Surface Deployment and Distribution Command (SDDC), under the Department of Defense's United States Transportation Command, is soliciting contractors to provide rail car tracking devices for approximately 1,700 Department of Defense owned chain flat rail cars located in the Contiguous United States. The requirement encompasses the procurement and installation of remote monitoring devices (RMDs) that can provide real-time tracking, detect impacts and tampering, report load status, and transmit data every 15 minutes while in motion, along with comprehensive data services that integrate with current DoD systems for monitoring surface movements. The devices must have a five-year battery life, maintain position accuracy within 50 feet, and operate in extreme environmental conditions ranging from -30°F to 180°F. The government will evaluate proposals using a best value selection process, considering technical capability (including device and transmission, installation, data management, and essential contractor services), past performance, and price as evaluation factors. The original quote submission deadline was August 11, 2025, but Amendment 5 extended the deadline to August 14, 2025, at 8:00 AM CDT, with the solicitation having undergone multiple amendments incorporating additional questions and answers.

This procurement is designated as a total small business set-aside under NAICS code 488210 (Support Activities for Rail Transportation) with a $34 million size standard, structured as a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract includes a base period from November 1, 2025, to October 31, 2026, with four one-year option periods and a potential six-month extension, totaling possible performance through April 30, 2031. Based on the pricing attachment, the total evaluated price for the full contract period is approximately $1.26 million, covering hardware costs of $400-$450 per unit, installation fees of $50-$55 per unit, monthly data services at $15 per unit, and a one-time system integration fee of $15,000. Installation will primarily occur across eight states including Washington, California, Colorado, Kansas, Texas, North Carolina, South Carolina, and New York, with the contractor required to provide 30 days' notice for installation planning. The contract combines both Firm Fixed Price and Time-and-Materials elements, with the System Integration and Setup amount serving as the minimum guarantee at contract start.
