About this file
This document is a Technical Worksheet for Request for Quote (RFQ) HTC71125QR002, focusing on Rail Car Intransit Visibility (ITV) for the Military Surface Deployment and Distribution Command (SDDC). The solicitation requires contractors to provide remote monitoring devices for approximately 1,700 Department of Defense owned chain flat rail cars in the Contiguous United States (CONUS), including device installation and data services. The technical evaluation will assess vendor capabilities across three primary areas: device and transmission capabilities, remote monitoring device installation, and data management and interface capabilities.
The RFQ includes detailed technical evaluation criteria with specific rating definitions ranging from Superior to Unacceptable. Vendors must submit a technical response not exceeding 35 pages, providing detailed approaches to meet requirements such as device specifications, reporting intervals, data element tracking, installation procedures, and interface capabilities. The solicitation's current amendment (Amendment 5) extends the submission deadline to August 14, 2025, at 8:00 AM CDT, and incorporates additional questions and answers. Vendors must demonstrate compliance with federal railroad administration requirements, electromagnetic radiation standards, and Department of Defense installation access protocols.

Quotes with an unacceptable rating will not be considered for award. |
Technical Capability subfactor 4 should be submitted as part of RFQ Attachment 3 and will not be counted against the page limit herein. Technical Capability subfactor 4 will be evaluated on a Pass/Fail basis. The technical capability for subfactor 4 will receive one of the following ratings:
