About this file

This document is a Past Performance Questionnaire (PPQ) for a Rail Car In-Transit Visibility (ITV) contract solicitation (HTC711-25-Q-R002) issued by the Military Surface Deployment and Distribution Command (SDDC). The questionnaire is designed to collect detailed performance feedback from previous customers about a contractor's capabilities in providing Remote Monitoring Devices (RMDs) for approximately 1,700 Department of Defense owned chain flat rail cars in the Contiguous United States.

The PPQ requires respondents to evaluate the contractor's performance across five key areas: device specifications, device installation, ITV transmission and data services, website functionality, and overall performance. Respondents are asked to rate performance using a scale from Exceptional to Unsatisfactory, with opportunities to provide narrative comments about the contractor's strengths, weaknesses, and potential for future contracts. The questionnaire must be completed and returned by XX Month 2025 to USTRANSCOM Acquisition Office via email, with the subject line "Rail ITV PPQ". The primary objective is to help the government assess a contractor's potential to successfully perform the in-transit visibility contract by gathering comprehensive performance feedback from previous clients.
