About this file
This document is a Technical Worksheet for Request for Quote (RFQ) HTC71125QR002 issued by the Military Surface Deployment and Distribution Command (SDDC) for Rail Car Intransit Visibility (ITV) services. The solicitation requires a comprehensive technical solution for tracking approximately 1,700 Department of Defense owned chain flat rail cars across the Contiguous United States, involving remote monitoring device installation, data transmission, and interface capabilities.
The Technical Worksheet outlines specific evaluation criteria across three primary technical capability areas: 1) Device and Transmission (including device specifications, reporting intervals, data element requirements, and compliance with federal transportation regulations), 2) Remote Monitoring Device (RMD) Installation (covering rail car attachment methods, safety requirements, and installation logistics), and 3) Data Management and Interface Capability (encompassing system integration, website functionality, and data querying). Vendors must submit a technical response not exceeding 35 pages, with detailed explanations of how they will meet each requirement, and will be rated on a scale from Unacceptable to Superior based on their technical approach.

1. When completing this Technical Worksheet, the quoter shall answer each question based on Attachment 1, Performance Work Statement (PWS) requirements. The quoter shall assume the Government has no prior knowledge of the past or present experience the quoter may have.
2. The quoter’s entire submission, based on this Technical Worksheet, SHALL NOT exceed 35 pages in length. Technical Worksheets that exceed 35 pages, will have only the first 35 pages evaluated and all other pages will be removed before the Technical Worksheet is evaluated.
3. The quote shall not simply rephrase or restate the Government’s requirements but rather shall provide convincing rationale to address how the contractor intends to meet the minimum requirements identified in the PWS. Statements paraphrasing the PWS or parts thereof, flowcharts simply listing activities related to the PWS, and statements such as “the Offeror understands”, “can or will comply with all the requirements of the PWS”, or “standard procedures will be employed” without description of how the Government’s requirements will be met will be considered unacceptable.
4. Requested compliance documentation and certifications shall not count against the page limits NOTE** Failure to complete this document in its entirety or attach requested documents may result in a quoter being ineligible for award.
RATINGS:
RATING
DEFINITION
Superior
The quote meets all the requirements identified in the PWS as related to the Technical Capability subfactor(s) and exceeds one or more requirements of the PWS. Such additions provide benefit to the Government.
Acceptable
The quote meets all requirements identified in the PWS as related to the Technical Capability subfactor(s).
Reasonably Susceptible of Being Made Acceptable
The quote does not meet all the requirements in the PWS as related to the Technical Capability subfactor(s), based on the initial offer. However, there is reason to believe through minor revisions, an acceptable quote could result. For award without exchanges, these quotes will be considered “unacceptable”.
Unacceptable
Fails to meet one or more requirements in the PWS as related to the Technical Capability subfactor(s). These failures are not correctable without major revisions, significant changes, or complete re-writes of the quote to make it acceptable. Quotes with an unacceptable rating will not be considered for award.
Technical Capability subfactor 4 should be submitted as part of RFQ Attachment 3 and will not be counted against the page limit herein. Technical Capability subfactor 4 will be evaluated on a Pass/Fail basis. The technical capability for subfactor 4 will receive one of the following ratings:
RATING
DEFINITION
Pass
The quote provides a Contractor Plan for Continuation of Essential Contractor Services ensuring continuation of mission essential functions and contains the required elements of DFARS 252.237-7024.
Fail
The quote fails to provide a Contractor Plan for Continuation of Essential Contractor Services that does not ensure continuation of mission essential functions nor contains the required elements of DFARS 252.237-7024.
If any technical subfactor is rated as unacceptable or fail, the contractor will not be eligible for award.
