About this file
This document is a Questions and Answers (Q&A) file for a Request for Quote (RFQ) related to a Rail Car Intransit Visibility (ITV) project by the Military Surface Deployment and Distribution Command (SDDC). The Q&A addresses technical specifications for rail car tracking devices for approximately 1,700 Department of Defense owned chain flat rail cars in the Contiguous United States. Key details include requirements for remote monitoring devices (RMDs) that can detect load status, impact events, and tampering, with capabilities for cellular and satellite data transmission across military installations and ports.
The document covers critical technical and operational aspects such as device lifespan (5 years), data storage requirements, installation locations across eight states (WA, CA, CO, KS, TX, NC, SC, NY), and specific performance expectations. Notable requirements include broad network coverage, ability to store and transmit data when network connectivity is limited, and provisions for device replacement at no cost to the government if devices malfunction within the expected life cycle. The solicitation is part of TRANSCOM's effort to modernize asset tracking technology, with a response deadline of August 11, 2025 at 4 pm CDT.
