The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside, limiting competition to certified SDVOSB firms.
Place of performance is San Diego, California. The contract spans 33 months from September 7, 2026, through June 6, 2029, with target facility activation by April 2029. The NAICS code is 541614, Process, Physical Distribution, and Logistics Consulting Services.
The scope encompasses comprehensive project management, interior design and FF&E space planning, concept of operations and transition planning, acquisition planning and package development, relocation of research equipment and personnel files, activation services with post-occupancy support, staff training and orientation, and optional warehousing services. The contractor must relocate approximately 1,200 boxes of materials, live research animals (approximately 200 mice and 100 rats), hazardous materials including flammable solvents and acids, specialized laboratory equipment including microscopes and centrifuges from two current locations to the new facility. The contractor must employ a Biomedical Equipment Technician, comply with IACUC and AAALAC animal transport guidelines, obtain Department of Transportation insurance and California state licenses for animal transport, and provide seismic anchoring for reused equipment.
Key personnel required include an IOTA Activation Project Manager (minimum 7 years healthcare project management), an IOTA Senior Designer (minimum 5 years healthcare facility design with NCIDQ or CHID certification), and an IOTA Senior Transition Planner (minimum 3 years transition planning experience). All contractor personnel require only National Agency Check with Inquiries (NACI) clearance per Position/Task Risk Designation. Travel is reimbursable on a cost-reimbursable, not-to-exceed basis separate from fixed-price evaluation. Prevailing wage rates apply per San Diego County wage determination. The contract is firm-fixed-price with evaluation using highest technically rated with fair and reasonable price methodology, assessing technical factors on a pass/fail basis for key personnel qualifications, quality of technical submission, betterments offered, and past performance risk assessment. Supplemental insurance requirements include workers' compensation with at least $100,000 employer's liability, $500,000 general liability per occurrence, and $200,000–$500,000 automobile liability coverage.
