About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin is soliciting quotes, for the VA St. Louis Health Care System's John Cochran VA Medical Center, for an IDIQ contract for Initial Outfitting, Transition, and Activation (IOTA) services supporting the New Bed Tower, with quotes due December 15, 2026. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside under FAR Part 12 commercial acquisition procedures. Attachment B lists an offer due date of December 7, 2026, which conflicts with the RFQ.
Primary performance is at 915 N Grand Boulevard, St. Louis, Missouri, with offsite work at the contractor's facility. Weekend and evening hours may be required during inventory, delivery, installation, and activation phases. Scope covers project management, interior design and FF&E planning, space planning, concepts of operations, transition and acquisition planning, activation, warehousing, relocation, installation, training, and post-occupancy support across more than 700,000 net usable square feet. The IDIQ ordering period runs January 21, 2027 through January 20, 2035. Task Order 1 covers project management and pre-planning from January 21, 2027 through April 20, 2029.
Three key personnel are required: an IOTA Activation Project Manager (minimum 7 years project management and 5 years IOT&A healthcare experience), an IOTA Senior Designer (minimum 5 years healthcare design experience with NCIDQ or CHID certification), and an IOTA Senior Transition Planner (minimum 3 years transition planning on multi-phased healthcare projects). The contract is classified under NAICS 541614 and PSC Q702. The PDAT summary designates all nine tasks LOW (NACI) sensitivity, with no MODERATE or HIGH positions. The contract imposes an organizational conflict of interest barring the prime and subcontractors from participating in FF&E procurements under the contract. VAAR 852.219-75 limits non-certified SDVOSB/VOSB subcontractors to no more than 50 percent of the government payment.
The RFQ states an IDIQ ceiling of $9,000,000.00 with a $58,000.00 minimum guarantee satisfied by Task Order 1, awarded simultaneously. Attachment B cites an estimated ceiling of $20 million. Task orders are firm-fixed-price, with cost-reimbursable travel added at award and excluded from the evaluated price. Offerors must provide fully burdened labor rates for eight years, which lock into the IDIQ. The Task Order 1 pricing worksheet lists Program Manager (Activation) at $100, $125, and $140 per hour, Senior Designer at $150, $175, and $180 per hour, and Senior Transition Planner at $200, $225, and $250 per hour, and values Task 7.1 at $194,625.00. Wage rates follow a Service Contract Act wage determination dated August 22, 2026, covering Illinois and Missouri counties including St. Louis and St. Louis City.
Evaluation considers key personnel qualifications (pass/fail), the IDIQ technical submission, past performance, and price reasonableness, with no weighting stated. Initial Task Order 1 deliverables are due within 30 days of the effective date. Attachment U projects Basis of Decision dates of October 2034 for the Bed Tower and OTP and February 2033 for the CUP, Motor Pool, and Support Building, subject to change.
