About this opportunity

The Department of the Air Force Pacific Air Forces is soliciting proposals for a comprehensive renovation and expansion project at the Potter Fitness Center Building 622 located at Misawa Air Base, Japan. The work encompasses both repair of the existing facility and construction of new receiving, storage, equipment repair, and electrical spaces, along with expansion of the women's locker room, requiring extensive plumbing, electrical, HVAC, and telecommunications system upgrades. Contractors must possess appropriate Japanese construction licensing and maintain vehicle insurance with 2,000,000 yen in property damage coverage, while complying with host nation regulations and obtaining necessary permits. The government will use a subjective tradeoff best value source selection method where past performance is evaluated approximately equally with price. Key dates include a pre-proposal conference held on May 8, 2025, with the final proposal submission deadline extended to June 30, 2025, at 2:00 PM local time.

This procurement does not utilize any small business set-aside designation and is open to all qualified contractors. The estimated contract value ranges between $10,000,000 and $25,000,000, structured as a firm-fixed price agreement with a mandatory 700-calendar day performance period. Contractors must begin work within 30 calendar days of receiving the notice to proceed and submit performance and payment bonds equal to 100% of the contract value within 30 days of award. The project location is Misawa Air Base in Aomori, Japan, with work requiring coordination around hazardous materials including asbestos-containing materials, lead-based paint, PCBs, and elevated arsenic levels identified in the existing structures. The contractor must also furnish specific U.S.-manufactured materials including electrical components, telecommunications equipment, emergency systems, and fire safety equipment as detailed in the contract requirements.
