Reference Question Submitted by Prospective Offerors Government Response/Clarification
1 General General Can Building B622 be fully occupied by the contractor during the construction period? Yes.
2 General General Will the government relocate all athletic training equipment and other government-owned property in Building 622 prior to the start of construction?
All items required to be relocated will be relocated.
3 Solicitation Is it possible to extend the bid submission date due to the time required for technical estimates, such as EMCS, cybersecurity, U.S. door frames, glazing, and other specialized items?
The solicitation closing date is extended to 30 June 2025, 1400 hours under Amendment No. 0003.
4 Period of Performance We understand that the construction period has been extended from 555 to 700 days. However, considering the time required for various end-of-project testing activities—such as EMCS, TAB, commissioning, fire alarm testing, and others—would it be possible to consider an additional extension of two months or more?
At this time the Period of Performance will remain at 700 calendar days.
5 Solicitation Section L-100, Part B, Section 3, Sub Section (b)
Section L-100, Part B, Section 3, Sub Section (c), Item (7)
Given the recent and extreme volume of DoD personnel who have left service and/or retired, we are no longer able to reach many of our project Points-of-Contact (POCs) who were involved with our completed projects and have the knowledge to adequately evaluate our performance.
Will the Government allow Contractor Performance Assessment Reporting System (CPARS) to be provided with the proposal for projects in lieu of the submission of Attachment 9 Past Performance Questionnaires (PPQs)?
CPARS provide contractor information; project information; full customer evaluation of a contractor’s performance in quality, management, schedule, regulatory compliance, and cost control;
summary comments; and recommendations regarding the contractor’s ability to perform future work.
This information supports the same information requested in Attachment 9 and provides an adequate review of performance by those intimately involved on the project.
If an offeror is unable to identify a point-of-contact for the proposed past performance and determines that a PPQ request is not feasible, this may be noted in the past performance proposal, and the CPARS may be included in the submission. However, offerors should identify points of contact who can respond to questions regarding the proposed past performance. See Query No. 21.
6 Solicitation Section L-100, Part B, Section 3, Sub Section (d)
Section M-900, Part B
Section L indicates past performance for predecessor companies and/or subcontractors will not be considered. Section M indicates past performance for predecessor companies and/or subcontractors will be considered but not rated as highly as offeror past performance.
Please clarify the conflicting statements between Section L and Section M regarding the utilization of past performance for predecessor companies and subcontractors.
It seems you misread Section M-900. Its paragraph B states, Past performance regarding predecessor companies of the offeror and/or subcontractors that will perform major aspects of the requirement, if applicable (see Section L, para. B.3.(d)), will not be rated as highly as past performance information for the principal offeror."
7 Solicitation Section L-100, Part B, Section 3, Sub Section (f) Subcontractor Consent
Given that the previous sub section (d) does not allow for the past performance of subcontractors, please clarify the requirement for sub section (f) Subcontractor Consent to disclosure of past performance information is not required.
A subcontractor's consent is not required if an offeror's past performance proposal does not include a past performance information pertaining to a subcontractor.
8 Solicitation Section L-100, Part B, Section 4, Sub section (g)
Section L-100, Part B, Section 4, Table
This section states Offerors “can also submit electronic copies of proposals via e-mail” indicating an optional delivery method. However, the proposal submission table indicates electronic copies of proposals via e-mail are required .
Please clarify delivery requirements.
As specified, an offeror is required to submit both a hard copy and an electronic copy. An offeror may use email to deliver the electronic copy. Using DoD SAFE to submit a proposal is not allowed.
9 Solicitation Section L-100, Part B, Section 4, Table
The proposal response timeframe is shortened when paper copies of proposals are required. Pricing elements that can change up through the last hour must be finalized days earlier to accommodate printing, shipping/transit, base access, and delivery timeframes. As a result, the Government risks not receiving an Offeror’s best and lowest price.
Will the Government please consider eliminating the requirement for a paper copy submission and requiring only an electronic submission.
See Query No. 8 above.
10 Solicitation Section L-100, Part B, Section 4, Table
If a paper copy of the proposal must be submitted, will the Government allow paper copies to be delivered within a week (7 days) following the due date of the electronic copy? This will support printing, shipping/transit, base access, and delivery without shortening the proposal response timeframe and ensure the Government receives the best and lowest price offers?
See Query No. 8 above.
11 Specifications Section 02 82 14.00 10, Paragraph 3.3.2
We are unable to locate the referenced “Detail Sheet 27”. Will the Government please provide “Detail Sheet 27” identifying what stationary objects and equipment the Government will not remove from the area of work?
