3.0 ASBESTOS SURVEY

This asbestos survey was conducted in accordance with United States (U.S.) Environmental Protection Agency (EPA) guidance (40 CFR Part 763) and in accordance with the United States Forces Japan (USFJ) Japan Environmental Governing Standards (JEGS) (USFJ, 2022). Under the JEGS, ACM is defined as any material containing equal to or greater than 0.1 percent asbestos by weight (this is more stringent criteria than that observed in the United States). The quantification of asbestos via Polarized Light Microscopy (PLM) was performed using the EPA Method for the Determination of Asbestos in Bulk Building Materials (EPA, 1993).

As much as possible, sampling was conducted to minimize damage to the building and was patched to minimize creating a health hazard to inspectors or occupants.

Photographic records of bulk sampling can be found in Appendix F. The sample locations are shown in the figures included in Appendix A. Sampling forms, chains-of-custody (COCs), and

HAZMAT Inspection Report 2 analytical reports for asbestos samples are included in Appendix B. Samples were collected and sent to SGS Forensic Laboratories, Carson, CA under COC, for analysis by PLM.

3.1 ASBESTOS SAMPLING METHODS/ANALYSIS

The laboratory analyzed the bulk samples for asbestos content by PLM following the EPA Method for the Determination of Asbestos in Bulk Building Materials (EPA, 1993). The figures included in Appendix A show the sample locations, and the type and concentration of asbestos, if present. Laboratory reports and chain-of-custody (COC) documents are included in Appendix B.

The JEGS define ACM as material that contains more than 0.1% asbestos (USFJ, 2022).

Table 1 below summarizes the identified ACM in this survey and the Table 2 shown the homogeneous area identified ACM.

4.0 LEAD-BASED PAINT

This LBP survey was conducted in accordance with EPA guidance (40 CFR Part 745) and JEGS (USFJ, 2022). LBP is defined as paint or other surface coatings that contain lead equal to or in excess of one milligram per square centimeter or more than 0.5 percent by weight. Lead-containing paint (LCP) is defined as paint or other surface coating materials containing lead in which the lead content is in excess 0.009 percent by weight, but at concentrations less than 0.5 percent by weight.

4.1 SUSPECT LEAD-BASED PAINT

Prior to sample collection, painted surfaces were categorized into distinct areas of homogeneity, substrate material, building material, distinct paint type, and apparent time of paint application.

The sample locations are shown in Appendix A. Laboratory reports and chain-of-custody (COCs) documents are included in Appendix D. Appendix E summarizes suspect LBP sampled during the field investigation. Of a total Out of 54 paint chip samples collected in the building 620 for this survey, 8 samples were detected as LBP and 26 samples as LCP. Of a total Out of 45 paint chip samples collected in the building 622 for this survey, LBP samples was not detected and 24 samples were detected as LCP.

Samples are shown in the appendix E and photographic records of bulk sampling can be found in Appendix F.

4.2 LEAD-BASED PAINT SAMPLING METHODS/ANALYSIS

Paint chip samples were collected in accordance with ASTM E1729-05, Standard Practice for Field Collection of Dried Paint Samples for Subsequent Lead Determination (ASTM, 2005).

The samples were delivered to SGS Forensic Laboratories, Carson, CA under chain of custody for analysis by EPA Method 3050B/7000B, Atomic Absorption Spectroscopy (EPA, 1996).

Laboratory reports are included in Appendix D. Sample locations are shown in Appendix A.

5.0 OTHER HAZARDOUS MATERIALS

5.1 PCBS

Lightning: ESC was unable to perform in depth survey of light ballasts. In 2021/22, all lighting in this facility was upgraded to LED under the Misawa AB Energy Savings Performance Contract (ESPC). Some light fixtures were completely changed out, others had bulb replacement where possible. Regardless, due to regulatory differences between US and GOJ requirements for PCB disposal, all light ballasts should be turned over to 35 CES for disposal.

Transformers: Transformer T620, located on the east side of B620 has had a PCB warning label affixed. No lab data has been provided to ESC as part of this survey. Should this transformer be replaced during construction, it is recommended the construction contractor coordinate with 35 CES/CEIE to sample and analyze for PCBs. Should it be determined that a concentration of >0.5mg/L PCBs is present, the transformer shall be turned over to 35 CES for final disposal.

HAZMAT Inspection Report 7

5.2 LOW-LEVEL RADIATIVE MATERIAL

Potential for radioactive sources exist in MAB facilities, typically found in smoke detectors. ESC identified one smoke detector in B622 that has an radioactive label affixed to it, an additional 35 detectors that appear to be similar in appearance were noted during the survey; however physical evidence was only found on the 1 detector. Overall, a total of 100 smoke detectors were counted in the facility.

5.3 MERCURY, LEAD ACID BATTERIES, OZONE DEPLETING SUBSTANCES

As noted above, all interior lighting in the facility has been converted to LED. Any exterior lighting that contains “tube style” bulbs should be considered mercury containing and handled as universal waste. Due to the limited qty of such lights, recommend construction contractor be allowed to turn in these bulbs to the MAB Hazardous Waste Storage Area, B977.

During the survey, ESC counted a total of 34 wall mounted emergency lights. These types of fixtures typically house lead acid, or similar type batteries. These units will require proper disposal and/or recycling IAW GOJ regulatory requirements. Additionally, B620/622 have had wireless lighting controls installed under the ESPC. All wall mounted panel type light control switches and motion sensors contain consumer grade, button type, lithium batteries.

B620/622 has been equipped with a HVAC DDC system under the ESPC, thermostats are not expected to contain any hazardous material, or require special handling/disposal. One exception to this is the Parent/Toddler work out room located in B622; one old style thermostat was identified.

Two AC units at B620 contain R410A all others contain R32.

5.4 ARSENIC & CADMIUM BOARD

ESC identified Nitto Gypsum Board with serial number 26502, in multiple areas in the facility.

This specific board has been identified by the Japan National Institute of Environmental Studies as containing elevated levels of arsenic.

6.0 GENERAL CONCLUSIONS AND RECOMMENDATIONS

Asbestos Containing Materials Material assumed, reported, or confirmed to be ACM were found in the buildings 620 and 622 during this hazmat survey. Therefore, further action with respect to asbestos may be required if this material is to be disturbed or removed prior to renovation or demolition of the building.

Should any building materials be encountered that are suspected to contain asbestos and which were not accessible or evaluated in this survey, they must be assumed to contain asbestos, and handled appropriately, unless determined otherwise by an EPA Model Accreditation Program (MAP) certified Asbestos Building Inspector. Any identified or presumed asbestos containing material shall be appropriately removed and disposed of in accordance with all applicable laws and regulations and in compliance with project specifications.

HAZMAT Inspection Report 8

Lead Containing Paint LBP and LCP samples were found in the buildings 620 and 622 during this hazmat report.

Therefore, further action with respect to lead may be required if these materials are to be disturbed or removed prior to renovation or during demolition of the buildings.

Worker and environmental protection precautions, including but not limited to proper training, engineering controls, and monitoring, is required if any lead-containing paint will be disturbed.

Should any lead-based paint be found to be peeling or in otherwise poor condition, it should be properly removed. Surrounding areas, including exposed soil, must be protected during any activities that disturb paint with lead.

Arsenic & Cadmium Board Gypsum board containing elevated levels of arsenic was identified in B620/622. Due to the non-destructive nature of this survey, the extent to which this material is found in the facility is unknown. Due to the presence of ACM special precautions must be made to cut walls to fully identify the locations of this board. It is recommended that all gypsum board found in the potter fitness center be assumed to contain elevated levels of arsenic.

General Recommendations Employees involved in renovation or demolition activities that may disturb hazardous materials must conduct work in accordance with applicable GOJ regulations. For each project, the contractor must determine the appropriate safety measures based on the area to be disturbed, the hazardous materials and the local conditions and the employees must utilize appropriate engineering controls and appropriate Personal Protective Equipment (PPE).

7.0 LIMITATIONS

This hazmat survey was conducted to identify potentially hazardous building materials, in accordance with the contractual scope of work. No attempt was made to identify whether materials in or around the building that were not part of, nor affixed to, the building structure included potentially hazardous materials. Any potentially hazardous substance present onsite that are not building materials, if any, were not evaluated, and should be properly disposed of in accordance with applicable regulations.

During the hazmat survey room 105 (Basketball court) of building 622 was under construction.

As such limited samples were taken based on the judgment of the accredited asbestos/lead building inspector.

Since the building was currently in use, destructive sampling that may compromise the integrity of structures was not conducted during this survey. This includes, but is not limited to, removing portions of walls to inspect the cavities, sampling inside of ducts, or other equipment, etc.

While ESC has made every effort to locate and sample all suspect materials for lead and asbestos, there are limitations inherent to physical inspections, especially for materials located behind walls, under multiple layers of flooring, above ceilings or plenum spaces, in crawlspaces, HAZMAT Inspection Report 9 or inside of piping or equipment, etc. It is possible that materials may exist in the surveyed buildings that have not been identified or evaluated. Therefore, while ESC has performed this survey in accordance with the standard of care typical to the trade, ESC cannot confirm that no other potentially hazardous materials are present within the building or space surveyed. No other warranty expressed or implied is extended. This report should therefore not be construed as a final statement that all hazardous materials have been identified.

Should any potentially hazardous building materials be encountered which were not accessible or evaluated in this survey, they should be assumed hazardous and not be disturbed prior to evaluation by a licensed and competent inspector or laboratory analysis.
