About this opportunity

SOLICITATION CANCELLED. The Court Services and Offender Supervision Agency cancelled solicitation 9594CS26Q0025 for a Personal Property Management System on August 16, 2026, after Amendment 0004 determined that all technically compliant quotes significantly exceeded the Government's independent government cost estimate and available budgetary funding, while quotes within acceptable price ranges failed to meet mandatory FedRAMP Moderate Authorization security requirements. No further action is required from entities that submitted quotes.

Prior to cancellation, the procurement sought a commercially available, web-based Software as a Service solution deployed in a FedRAMP Moderate Authorized cloud environment to manage approximately 8,000 to 8,500 active assets (scalable to 10,000) across the Court Services and Offender Supervision Agency and Pre-Trial Services Agency, serving up to 33 total users (6 concurrent minimum). Place of performance was Washington, DC 20008. The NAICS code was 513210, Software Publishers, with a small business size standard of $47 million. The procurement carried a Women-Owned Small Business set-aside.

The system was required to support barcode and RFID scanning via Apple iOS devices and contractor-provided handheld scanners, configurable workflows for asset lifecycle management, multi-factor authentication with role-based access controls for up to 33 users, 10 categories of GAO-aligned reporting, and 19 required data input fields spanning acquisition through funding source. The contractor was obligated to provide licensing and maintenance for all users, perform system patches and updates, migrate complete historical audit trails from the legacy BarScan system, support integration with Oracle Financials via REST API, deliver comprehensive role-based training with recorded sessions, provide technical helpdesk support Monday through Friday 8:00 AM to 6:00 PM Eastern Time with 24/7 emergency coverage, and maintain Section 508 accessibility compliance per WCAG 2.1 Level AA. The estimated ceiling was $47 million.

The contract structure consisted of a 12-month base period plus four optional 12-month periods, with firm-fixed-price terms. Base period deliverables included annual SaaS subscription with support services, system configuration with multi-factor authentication integration and testing, data migration and validation, on-site administrator training for three personnel, and live virtual property custodian training for five users. Payment was contingent upon COR written acceptance of deliverables. Amendments 0001, 0002, and 0003 issued between July 27 and August 6 revised the Statement of Work, compliance checklist, and price sheet, extended the submission deadline to August 10, 2026, at 11:59 PM Eastern Daylight Time, clarified demonstration procedures, and modified scanner specifications to allow modern alternatives to obsolete Motorola MC3000 equipment.

The contracting officer is Cathy Collins, reachable at 202.220.5354 or catherine.collins@csosa.gov.
