About this file
This is Amendment 0003 to Solicitation 9594CS26Q0025 issued by the Court Services and Offender Supervision Agency (CSOSA) Office of Procurement. The amendment responds to questions regarding end-of-life equipment and provides revised contract line items and technical requirements.
The solicitation is for a Software-as-a-Service (SaaS) solution for personal property management with base period and four option periods. The revised contract line items (CLINs) include: SaaS annual subscription with support services (CLIN 0001); system configuration, multi-factor authentication integration, and testing (CLIN 0002); data migration and validation (CLIN 0003); on-site administrator training for three personnel (CLIN 0004); live virtual property custodian user training for five personnel (CLIN 0005); and six modern, enterprise-grade handheld barcode scanners with charging cradles and accessories (CLIN 0006). All pricing is marked as "TBD at award." Option periods 1-4 (CLINs 1001-4001) consist of annual SaaS subscriptions. The amendment clarifies that contractors may propose modern, supported scanners meeting or exceeding all stated technical and performance requirements, replacing the obsolete Motorola MC 3000 scanners and Windows Mobile operating system. The dual-platform scanning capability must support both agency-provided Apple iOS devices and contractor-provided handheld scanners with real-time data synchronization to a FedRAMP Moderate SaaS database. The submission deadline remains August 10, 2026, at 11:59 PM Eastern Daylight Time, and offerors must acknowledge receipt of Amendments 0001, 0002, and 0003 by providing signed copies of the Standard Form 30.
