About this file

This is Amendment 0002 to solicitation 9594CS26Q0025 issued by the Court Services and Offender Supervision Agency (CSOSA) Office of Procurement. The amendment, effective August 6, 2026, provides responses to two additional questions received regarding the solicitation and clarifies evaluation procedures and submission requirements.

The amendment addresses two key inquiries: (1) Live demonstrations will be conducted after the quotation submission deadline only for those quotations that pass the Factor 1 gate evaluation and advance to evaluation of remaining technical factors and price, and (2) Past performance questionnaires are not mandatory; quoters must provide either Contractor Performance Assessment Reports (CPARs) from the CPARS system or past performance questionnaires (PPQs) to clients currently using or having used the proposed solution, with solicitation section L.6.6.1 requiring identification of companies from which PPQs were requested along with contact information. The submission deadline remains unchanged at August 10, 2026, at 11:59 PM Eastern Daylight Time (EDT), with quoters assuming full responsibility for timely delivery to the CSOSA Office of Procurement email address identified in solicitation section L.9.1. Quoters must acknowledge receipt of both Amendment 0002 and the preceding Amendment 0001 by providing a signed copy of page 1 of the Standard Form 30 with their submitted quote.

QUESTION #2: Is the past performance questionnaire a mandatory requirement to bid?

RESPONSE: The solicitation requires either the Quoter to either Contractor Performance Assessment Reports (CPARs) from the Contractor Performance Assessment Report System (CPARS) or provide past performance questionnaires (PPQs) to clients that currently are or have used the proposed solution. If sending PPQs to clients, the solicitation section L.6.6.1 states, “…for this factor should include one page identifying what companies a past performance questionnaire was requested from, including the contact information (i.e., name, phone number, and email address) of to whom the questionnaire was sent.”
