About this file
This is a compliance checklist attachment (Revised Attachment J-8) for a Personal Property Management System solicitation issued by the Court Services and Offender Supervision Agency (CSOSA) under solicitation number 9594CS26Q0025. Contractors must complete and submit this revised attachment with their quotes by August 10, 2026, at 11:59 PM Eastern Daylight Time. The document outlines mandatory system requirements and capabilities that the proposed solution must satisfy, with checkboxes for Yes/No compliance responses.
The required Personal Property Management System must be delivered as a FedRAMP Moderate Authorized Software-as-a-Service (SaaS) platform compatible with current versions of Microsoft Edge and Google Chrome. The system must manage approximately 8,000 to 8,500 active assets with scalability to 10,000 assets and support a total database of approximately 70,000 records including historical data. Key technical capabilities include barcode and RFID scanning via Apple iOS devices and contractor-provided handheld scanners, real-time data synchronization to a central database, offline scanning with conflict resolution, configurable workflows for asset lifecycle management, and multi-factor authentication with role-based access controls for up to 33 users. Required input fields span 19 data elements including acquisition date, asset type, serial number, physical location down to workspace level, asset status, and end-of-life information. The system must deliver ten categories of reporting capabilities aligned with Government Accountability Office audit requirements, including asset inventory, lifecycle status, reconciliation, audit trails, and custom reporting. The contractor must provide all software licenses, cloud hosting, technical maintenance, training (including role-based and advanced administration training with digital recordings), system maintenance with security updates, and technical helpdesk support available Monday through Friday, 8:00 AM to 6:00 PM Eastern Time, plus 24/7 emergency support. The contractor must also support data migration from a legacy BarScan system and integration with CSOSA's Oracle Financials system.
