About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 seeks complete demolition of 15 structures comprising approximately 158,000 gross square feet at the Miles City VA Campus in Miles City, Montana, with proposals due May 29, 2026, and an SDVOSB sole-source set-aside that forecloses competition outside that certified pool.
Place of performance is Miles City, Montana. The project is estimated between $10 million and $20 million and will be awarded as a firm-fixed-price lump sum contract under NAICS code 238910 (Site Preparation Contractors) and PSC P400 (Salvage–Demolition of Buildings). The period of performance is 365 calendar days from Notice to Proceed, anticipated to begin within 10 days of award. Critical scope items include demolition of all buildings and foundations to one foot below grade (excluding certain piles unless they extend above one foot below grade), three underground diesel storage tanks containing approximately 6,000 gallons of fuel, two water wells at depths of 200 and 180 feet, 25 sanitary sewer system manholes, utility disconnections, hazardous materials abatement (asbestos in Buildings 2 and 3, lead-based paint, PCBs), 50 percent waste diversion from landfills, site restoration with topsoil and grass seeding, and compliance with local noise and weight restrictions. Buildings 1 and 15 cannot be demolished until nursing home operations transition off-campus, anticipated December 2026 or January 2027; the contractor may begin demolition of other buildings if utilities are capped and phasing is approved. The contractor is responsible for utility disconnections coordinated with the City of Miles City and Montana-Dakota Utilities.
A bid guarantee of 20 percent of the bid price or $3 million (whichever is less) and performance and payment bonds are required. The SDVOSB awardee must self-perform at least 25 percent of the work under the 75 percent limitations on subcontracting clause (specialty trades category). Proposals must include four volumes addressing technical approach, management, past performance, and price. The contractor must submit an Experience Modification Rate (EMR) of 1.0 or less and comply with prevailing wage rates established under SCA Wage Determination 15-5395. Amendment 0003, issued May 27, 2026, clarified that piles above one foot below grade shall be demolished to one foot below grade; contractors must reference as-built drawings for pile locations. The evaluation uses a tradeoff process, initially ranking by price, then assessing past performance confidence ratings for best-value award determination.
