About this opportunity

The Department of Veterans Affairs Office of Construction and Facilities Management seeks offers for the seismic correction of Building 14 at the Marion VA Medical Center through construction of a new boiler plant and demolition of the existing plant, with proposals due November 20, 2026 at 1:00 PM EST under Amendment 0002, which extended the deadline from November 6. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside under Solicitation 36C10F26R0085 (Project 657-507), coded NAICS 236220 and PSC Y1DZ.

Place of performance is the Marion VAMC grounds in Marion, Illinois. The work is a Design-Bid-Build, Firm-Fixed-Price contract with an estimated construction magnitude of $20 million to $50 million and a maximum duration of 730 calendar days from Notice to Proceed. The new plant is a 10,310 square-foot, three-story building on approximately 0.7 acres with three 250-horsepower gas-fired boilers, fuel oil backup, steam tunnel construction, and site utility modifications. Demolition of the existing 6,200 square-foot structure requires hazardous materials mitigation. A Section 106 Memorandum of Agreement with the Illinois State Historic Preservation Officer requires Historic Illinois Buildings Survey documentation of Building 14 before project commencement.

The contractor must perform at least 20 percent of total contract work with its own organization and must staff the Project Superintendent, Project Manager, Contractor Quality Control System Manager, and Site Safety and Health Officer through the Prime Contractor. Work is limited to 7:00 AM to 4:30 PM, Monday through Friday, unless approved in writing.

The bid guarantee is 20 percent of the bid or $3 million, whichever is less. Proposals are submitted electronically in Adobe PDF to 003C4C.acquisitions@va.gov, with hard-copy bid bonds sent separately.

Evaluation weighs three equally weighted technical factors: Organizational/Technical Approach & Schedule, Past Performance (with Past Performance Questionnaires), and Key Personnel, each limited to 30 pages. Pricing is evaluated for reasonableness and is not rated. Award goes to the responsible offeror whose proposal offers the best value to the Government.
