About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 seeks a single contractor to design, procure, install, and program updated security camera systems across three VA facilities, with proposals due May 27, 2026 at 11:00 AM PST. This procurement is a 100% total service-disabled veteran-owned small business (SDVOSB) set-aside under NAICS code 236220, foreclosing competition outside that pool.

Place of performance includes Roseburg VA Medical Center (primary site with two main Security Operations Centers and up to ten sub-SOCs at various buildings), North Bend Community-Based Outpatient Clinic, and Brookings Community-Based Outpatient Clinic in Oregon. The 180-calendar-day performance period begins upon issuance of Notice to Proceed.

The contractor must provide all hardware except computers and laptops (furnished by VA), including FIPS-compliant Network Video Recorders, surveillance cameras, servers, racks, cabling, Power-over-Ethernet switches, and mounting hardware based on field verification. The system shall standardize on Avigilon enterprise-level software and hardware as the basis of design; equal substitutions are acceptable if they meet specifications and Enterprise Risk Analysis approval. Cameras must support minimum 1080p resolution with frame rates suitable for future AI-enabled functionality and include provisions for 15% additional future camera expansion capacity. Contractor personnel require T-2 level background screening and PIV credentials for unescorted IT room access; VA escorts are required otherwise. The contractor must comply with VA Handbook 6500 Risk Management Framework, complete a Contractor Security Control Assessment within 30 days of award before commencing work, hold weekly coordination meetings, maintain an authorized supervisory representative on site, and provide a quality control plan subject to Contracting Officer's Representative inspection.

Evaluation uses a best-value tradeoff approach weighting Technical Capability (demonstrating recent and relevant experience with secured satellite video surveillance systems and ability to manage multiple subcontractors), Past Performance (assessed through CPARS reports or completed reference forms), and Price. Offerors must submit three separate volumes—Technical, Past Performance, and Price—each limited to 30 pages, provide three to five completed projects with minimum 50% completion status, be certified by the SBA as SDVOSB at proposal submission and award, comply with 85% limitations on subcontracting for general construction, and obtain required performance and payment bonds. Minimum insurance coverage includes general liability of $500,000 per occurrence and workers' compensation of $100,000 employer's liability. A bid guarantee of 20 percent of bid price or $3 million, whichever is less, is required. Certain solicitation attachments contain Controlled Unclassified Information; requesters must acknowledge they will use information solely for responding to this solicitation and safeguard it from unauthorized disclosure.

Network Contracting Office 20 administers this procurement from 1601 E. Fourth Plain Boulevard, Building 17, Suite B428, Vancouver, WA 98661. Primary contact is Toni Knight (toni.knight@va.gov); secondary contact is Sandra K. Snediker (sandra.snediker@va.gov). PSC code is N063, Installation Of Equipment—Alarm, Signal, And Security Detection Systems. Most recent amendments extend deadline, correct submission time zone to Pacific Standard Time, address subcontracting certificate of compliance, and clarify RFI responses (Amendment 0006, posted May 19).
