About this file

This is Amendment 0004 to Solicitation 36C26026R0025, issued by the Department of Veterans Affairs Network Contracting Office on May 11, 2026. The amendment extends the proposal submission deadline from May 14, 2026 at 10:00 AM PDT to May 21, 2026 at 12:00 PM PDT, and publishes revised Request for Information (RFI) responses from Amendment 0002 (published May 5, 2026). All other terms and conditions of the solicitation remain unchanged.

The solicitation requires the design, procurement, installation, and programming of an updated security camera system across three VA locations: Roseburg VA Medical Center (primary site with two main Security Operations Centers), Brookings Community-Based Outpatient Clinic (CBOC), and North Bend CBOC, plus ten sub-SOCs at various buildings at Roseburg. The contractor must provide all hardware except computers/laptops (furnished by VA), including Network Video Recorders (NVRs), surveillance cameras, servers, racks, cabling, Power-over-Ethernet (POE) switches, and mounting hardware based on field verification. The system shall utilize Avigilon enterprise-level software and hardware as the basis of design, though equal substitutions are acceptable if they meet specifications, Enterprise Risk Analysis approval, and remain compatible with existing Pelco and Avigilon systems. FIPS-compliant NVRs are required due to high-security impact classification. Cameras must support minimum 1080p resolution with frame rates suitable for future AI-enabled functionality and include provisions for future camera expansions at 15% additional capacity. The contractor is responsible for network port configuration for multi-site remote viewing, all mounting hardware installation, and system integration. Contractor personnel must undergo T-2 level background screening and obtain PIV cards; VA escorts are required for IT/data room access unless personnel qualify for unescorted access. All RFI responses address product substitution requests for NVRs, cameras, and Video Management Systems, with the Government confirming acceptability of equal alternatives meeting specified criteria.
