This is a Statement of Work for the upgrade and repair of security camera systems across three Veterans Affairs facilities: Roseburg Veterans Affairs Medical Center (VAMC), North Bend Community-Based Outpatient Clinic (CBOC), and Brookings CBOC. The contractor must repair, upgrade, and incorporate security camera hardware and software systems in accordance with provided drawings, specifications, and manufacturer installation procedures. The work encompasses multiple locations with varying operational schedules, including a 24-hour operational facility, and requires field verification of all measurements and quantities. The period of performance is 180 days.

The project mandates strict project management and security protocols. The contractor must hold weekly coordination meetings with VA staff, maintain an authorized supervisory representative on site at all times, develop and implement a quality control plan subject to Contracting Officer's Representative (COR) inspection, and submit a Submittal Register with all work documentation 30 working days prior to construction. The work requires compliance with VA Handbook 6500 Risk Management Framework and a Contractor Security Control Assessment (CSCA) must be completed within 30 days of award and renewed annually; work cannot commence on VA premises until the CSCA is approved. Additional requirements include comprehensive infection control planning with dust/debris barriers and negative air systems, adherence to VA security and safety protocols, contractor badge requirements, outage scheduling with two weeks' notice, and construction work outside normal business hours must receive COR approval.
