About this file
This document is a Questions and Answers (Q&A) file containing responses to Requests for Information (RFIs) regarding a federal contract opportunity for security camera system installation and integration at VA Medical Center facilities.
The project encompasses five total Security Operations Center (SOC) locations: two main SOCs at Roseburg campus (Building 57 Police Station and Building 1 Dispatch Center Room), up to 10 sub-SOCs at various buildings, one at North Bend, and one at Brookings. The contractor is responsible for providing all hardware except computers/laptops (provided by VA), including servers, displays, cabling, racks, and mounting hardware based on field verification. The VA will provide rack space, dedicated power, and environmental cooling. The contractor must configure network ports for multi-site remote viewing, as the VA IT department maintains sole responsibility for network management and firewall rules. The system requires new Avigilon servers and full programming at Roseburg, programming only at North Bend, and new servers and cameras at Brookings. All servers must be FIPS-compliant. The system must account for 15% future camera expansion capacity and standardize on Avigilon Enterprise-level software with centralized management across all three sites. Recording parameters are specified in specification 282300, and standard motion detection (not Avigilon Object Detection) is required. Contractors must furnish Power-over-Ethernet switches and provide as-built camera location documentation. The VA standardizes on Avigilon products on its Enterprise Risk Assessment approved list; substitution requests for BCD NVRs, Hanwha cameras, Vigilant NVRs, and SiVeillance VMS were denied. Contractor personnel require T-2 background clearances and PIV credentials for unescorted IT room access; VA escorts are required otherwise. The proposal deadline was extended one week with contracting concurrence following RFI responses.
