About this opportunity

The Department of the Air Force Space Command seeks procurement, integration, and installation of twelve Motorola CommandCentral AXS dispatch consoles to replace six end-of-life MCC7500 systems, with quotes due September 24 at 1:00 p.m. EST and questions due September 22 at 3:00 p.m. EST. This is a brand-specific Motorola acquisition with no "or equal" offers accepted; justification documentation supports the sole-source basis, though the agency is conducting an open market solicitation among authorized resellers to maximize price competition.

Place of performance spans three locations at Patrick Space Force Base and Cape Canaveral Space Force Station: Building 1319 (5 consoles: 3 Fire, 2 Security Forces), Building 710 (3 consoles: 2 Fire, 1 Security Forces), and Building 49750 (4 consoles: 2 Fire, 2 Security Forces). Buildings 1319 and 49750 require centralized backrooming architecture with processing equipment rack-mounted in server rooms and only HMI peripherals at dispatch workstations; Building 710 requires traditional configuration due to distance limitations. The system must maintain integration with the existing Vesta R7 radio arbitration function for E911 operations. Contractors must support 24/7 emergency dispatch operations throughout installation without downtime. All system equipment must be new.

The NAICS code is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) with PSC 5820. Small business size standard is 1,250 employees. The contract is Firm-Fixed-Price structured across six CLINs covering console supply, system integration and installation, training for up to 10 operators and 4 supervisors, Year 1 cybersecurity support including RMF package and monthly Nessus/quarterly SCAP scanning, and as-installed documentation. An optional CLIN covers temporary relocation and reinstallation if facility renovations delay permanent floor plan availability in Building 1319. Period of performance is twelve months from final system acceptance.

Evaluation prioritizes technical acceptability and past performance (slightly more important combined than price). Offerors must hold quoted prices firm for sixty calendar days from receipt. A non-mandatory but highly recommended site visit is scheduled for September 2026 at Patrick Space Force Base, limited to two representatives per vendor with RSVP required by September 16 at 10:00 a.m. EST. REAL ID-compliant identification is required for entry; attendees must arrive by 12:30 p.m. and enter through the East Gate. All contractor personnel require base identification and vehicle passes; contractors are responsible for obtaining credentials and returning passes upon departure.
