About this file
This is a Statement of Objective/Work for the Patrick Space Force Base (SFB) AXS Dispatch Console Upgrade project dated May 18, 2026. The scope requires procurement, installation, integration, and Year 1 support of twelve (12) CommandCentral AXS Dispatch Consoles to replace existing Motorola MCC 7500 Consoles at three locations: Security Forces Building 1319 (5 consoles: 3 Fire, 2 Security Forces), Primary Fire Dispatch Building 710 (3 consoles: 2 Fire, 1 Security Forces), and Cape Canaveral Building 49750 (4 consoles: 2 Fire, 2 Security Forces). Each console position includes Microsoft Windows with McAfee Antivirus, a 22-inch touch screen monitor, keyboard, mouse, dual binaural noise-cancelling headsets, footswitch, gooseneck microphone, Internal Hardware Security Module (HSM), Tower UPS, and KVM extender equipment for two of the three locations. The system must maintain integration with the existing Vesta R7 radio arbitration function for E911 operations, or provide an equivalent alternative solution.
The contractor shall deliver system design documentation, conduct on-site installation per Motorola R56 standards and Space Launch Delta 45 guidelines, perform functional acceptance testing, and provide dedicated project management. For Buildings 1319 and 49750, equipment must utilize centralized backrooming architecture with processing equipment rack-mounted in server rooms and only HMI peripherals at dispatch workstations; Building 710 requires traditional configuration due to distance limitations. The contractor must provide hands-on training for up to 10 dispatch operators and 4 supervisors, plus Year 1 cybersecurity support including a comprehensive RMF package, monthly Nessus and quarterly SCAP scanning, 24/7 Advanced Plus Services, and System Upgrade Agreement II provisions. The Period of Performance is twelve months from final system acceptance. An optional CLIN is available to cover potential temporary relocation and reinstallation if facility renovations delay permanent floor plan availability in Building 1319. Site civil work, tower construction, and RF coverage guarantees are excluded.

Statement of Objective (SOO)/Technical Requirements
Package (TRP)
Patrick SFB AXS Dispatch Console Upgrade
18 May 2026
1. Introduction/Purpose
The purpose of this Statement of Work (SOW) is to procure, install, integrate, and support a state-of-the-art CommandCentral AXS Dispatch Console solution for the Fire and Security Forces Dispatch at Patrick Space Force Base (SFB) and Cape Canaveral.
This project will replace the existing MCC 7500 Consoles to enhance dispatcher efficiency, improve system integration, and bolster mission-critical radio communications security.
2. Background
Patrick SFB currently utilizes Motorola MCC 7500 Consoles for dispatch operations.
Notably, the MCC 7500 Consoles are facing an impending end-of-life notice set for
2030. To meet evolving mission-critical demands and ensure continuous, supported operations prior to this obsolescence, the government requires a transition to the
CommandCentral AXS Dispatch Console. This next-generation system provides a highly configurable, intuitive browser-based GUI, reduces physical footprint, and ensures FIPS 140-3 Level 3 end-to-end encryption via an Internal Hardware Security
Module (HSM).
3. Scope of Work
The Contractor shall provide all equipment, personnel, project management, system integration, training, and Year 1 sustainment/cybersecurity services necessary to implement twelve (12) new AXS Dispatch Consoles across three designated locations.
The scope specifically includes Year 1 warranty and Advanced Plus Services, while out-year sustainment (Years 2-5) will be covered under a separate Air Force Global
Sustainment contract. Site civil work, tower construction, and RF coverage guarantees are explicitly excluded from this SOW.
4. Specific Tasks/Requirements
4.1 Equipment Procurement and Configuration
The Contractor shall procure and configure a total of twelve (12) AXS Dispatch
Consoles distributed as follows:
• Security Forces Bldg. 1319: Five (5) Consoles (3 Fire, 2 Security Forces)
• Primary Fire Dispatch Bldg. 710: Three (3) Consoles (2 Fire, 1 Security
Forces)
• Cape Canaveral Bldg. 49750: Four (4) Consoles (2 Fire and 2 Security Forces)
Each console position shall include:
• Microsoft Windows, McAfee Antivirus, O/S Hardening
• One (1) 22" Touch Screen Monitor, Keyboard, Mouse, External USB DVD
• Two (2) Speakers
• Two (2) Binaural Noise-Cancelling Headsets with two (2) Headset Jacks
• One (1) Footswitch
• One (1) Gooseneck Microphone
• One (1) Internal Hardware Security Module (HSM)
• One (1) Tower UPS per position
• Reuse of existing Networking Equipment and Rack
• KVM (Keyboard, Video, Mouse, Audio) Extender Transmitters/Receivers (For
Bldg. 1319 and Bldg. 49750 only)
4.2 System Integration and Installation
The Contractor shall provide a dedicated Project Team (Project Manager, System Engineer, Installation Technicians, and System Technologist) to execute the following:
• Conduct a Project Kick-Off Meeting and site evaluations.
• Perform a Design Review to finalize the system design, project schedule, cutover requirements, and implementation plan.
• Install all proposed equipment in accordance with manufacturer "Standards and Guidelines for Communication Sites" (e.g., R56).
• Centralized Equipment Architecture (Backrooming):
• For Security Forces Bldg. 1319 and Cape Canaveral Bldg. 49750 ONLY: To minimize the physical footprint, heat, and noise on the dispatch floor, the Contractor shall design and install the system such that all primary processing equipment (e.g., Console PCs, UPS units, and Network Switches) are rack-mounted in the designated facility communications/server room. Only the necessary Human-Machine Interface (HMI) peripherals (touch screen monitors, keyboards, mice, speakers, footswitches, headsets, and microphones) shall be installed at the physical dispatch workstation. The Contractor shall provide and install all necessary KVM (Keyboard, Video, Mouse, Audio, USB) extension equipment to ensure seamless, zero-latency operation between the server room and the dispatch workstations.
• For Primary Fire Dispatch Bldg. 710: Due to distance limitations between the communications room and the dispatch center, the consoles at this location shall be installed in a traditional configuration, with all processing equipment and UPS units installed directly at the physical dispatch workstations.
• E911 System Integration & Radio Arbitration: The Contractor shall provide all necessary connectivity, hardware, software, and functionality to maintain and interface with the existing Vesta R7 radio arbitration function(s). Alternatively, the Contractor may propose and provide a fully equivalent alternative solution to maintain seamless radio arbitration within the existing E911 phone system.
• Notice of Potential Temporary Installation and Relocation (Optional CLIN): Offerors are advised that due to scheduled facility renovations, the consoles designated for Bldg. 1319 may initially require installation in a temporary operating configuration. If the permanent floor plan in Bldg. 1319 is not ready at the time of system deployment, the Contractor shall install the affected consoles in a temporary operational footprint as directed by the Government. To account for this contingency, the offeror shall propose a separate, Optional Contract Line-Item Number (CLIN) in their proposal. This Optional CLIN shall cover all labor, materials, and testing required to revisit the site at a later date, disconnect the equipment from the temporary location, relocate it, and completely reinstall and optimize the consoles in their final, permanent positions.
• Uninstall and remove existing antennas, cables, and all associated MCC 7500 equipment not re-utilized in the AXS system, delivering them to the Government for disposal.
• Perform in-field functional acceptance testing and system optimization.
4.3 Training Services
The Contractor shall provide on-site, instructor-led training to ensure maximum system utilization:
• Dispatch Operators: Hands-on training for up to 10 students covering basic operation and job aids.
