About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition document supporting a single contract action for emergency communications dispatch equipment at Patrick Space Force Base and Cape Canaveral Space Force Station.

The Space Systems Command (contracting activity 45CONS/PKBB) is procuring twelve Motorola CommandCentral AXS dispatch console positions valued at an undisclosed amount (with redacted total estimated value), with an estimated delivery/completion date of September 30, 2027. The requirement includes all base equipment, software, purpose-built dispatch accessories (headsets, footswitches, microphones), and professional system integration services distributed across three facilities: Building 1319 at Patrick SFB (5 consoles: 3 Fire, 2 Security Forces), Building 710 at Patrick SFB (3 consoles: 2 Fire, 1 Security Forces), and Building 49750 at Cape Canaveral SFS (4 consoles: 2 Fire, 2 Security Forces). Integration services include centralized equipment architecture utilizing KVM extenders, critical E911 system integration with existing Vesta R7 radio arbitration, and an optional CLIN for temporary relocation labor and materials within Building 1319 during facility renovations. The contract type is Firm-Fixed-Price utilizing Simplified Procedures for Certain Commercial Items (FAR Part 12) and includes a standard one-year commercial warranty bundling Advanced Plus Services, System Upgrade Agreement software releases, and Cybersecurity Risk Management Framework monitoring. Funding is provided via 3410 O+M funds. The justification for sole-source procurement under 10 U.S.C. 3204(a)(1) is based on the CommandCentral AXS being the only dispatch console system capable of native seamless integration with the existing proprietary Motorola ASTRO 25 IP-based radio network infrastructure, and the rapid end-of-life status of legacy MCC7500 consoles. To mitigate barriers to competition, the agency will utilize an open market brand-name solicitation on SAM.gov to maximize price competition among authorized Motorola resellers rather than directing a sole-source award to the OEM.

Department of the Air Force: Justification for Other Than Full and Open Competition

May 2026 Page 2 of 4

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: Space Systems Command (SSC) Contracting Activity: 45CONS/PKBB 1201 Edward H White II St. RM. 204 Patrick SFB, FL. 32925

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This action will be awarded as a new, individual contract. The planned contract type is Firm-Fixed-Price (FFP) utilizing Simplified Procedures for Certain Commercial Items RFO Part 12. In accordance with (IAW) RFO Part 6.103-1(d), this is a brand name request for Motorola brand equipment.

This individual Justification supports a single contract action. While there are no out-year sustainment options included (out-years will fall under a separate Air Force Global Sustainment contract), the proposed contract will include an Optional Contract Line-Item Number (CLIN) to account for a potential temporary installation and subsequent relocation of equipment at Building 1319 due to scheduled facility renovations. This action procures the Motorola Solutions CommandCentral AXS dispatch console system as a lifecycle replacement.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

This requirement is for the procurement, delivery, and turn-key integration of twelve (12) Motorola CommandCentral AXS dispatch console positions. The requirement includes all necessary base equipment, software, purpose-built dispatch accessories (headsets, footswitches, microphones), and professional system integration services. The equipment will be distributed across three mission-critical facilities: Building 1319 (5 consoles: 3 Fire, 2 Security Forces) and Building 710 (3 consoles: 2 Fire, 1 Security Forces) at Patrick SFB, and Building 49750 (4 consoles: 2 Fire, 2 Security Forces) at Cape Canaveral

SFS.

The integration services include highly specific facility requirements:

1. Centralized equipment architecture ("backrooming") utilizing KVM extenders to remove processing equipment from the dispatch floors at Bldgs 1319 and 49750.

2. Critical E911 System Integration to maintain and interface with the existing Vesta R7 radio arbitration function.

3. An Optional CLIN to provide labor and materials for a temporary operational configuration and subsequent permanent relocation within Bldg 1319.

The requirement also includes a standard 1-year commercial warranty, which bundles Advanced Plus Services, System Upgrade Agreement (SUA II) software releases, and Cybersecurity Risk Management Framework (RMF) monitoring for the base year.

The total estimated value of this acquisition (including the Optional CLIN) is The estimated delivery/period of performance completion date is 30 September 2027. This requirement is limited to the current requirement only; approval for more than one fiscal year's requirements is not being sought. Funding for this requirement will be provided via 3410 O+M funds funds.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

The emergency communications infrastructure at Patrick SFB and Cape Canaveral SFS operates on a highly complex, proprietary Motorola ASTRO® 25 IP-based radio network. This Enterprise Land Mobile Radio (ELMR) system is the critical command and control backbone for 45 CES/CEF (Fire Emergency Services), Security Forces, and incident management operations.

The existing Motorola MCC7500 dispatch consoles are rapidly approaching their manufacturer-supported end-of-life (EoL).

Motorola Solutions has issued an official cancellation notice indicating that critical sub-components are no longer manufactured, and full service support will cease by 2030. The Motorola CommandCentral AXS is the direct, manufacturer-designated commercial replacement.

A brand name restriction to Motorola Solutions is essential because the CommandCentral AXS is the only dispatch console system capable of native, seamless integration and interoperability with the existing proprietary ASTRO 25 core infrastructure. Introducing a different manufacturer's dispatch console would require completely replacing the underlying multi-million-dollar radio core network to achieve the same level of functionality, encryption (FIPS 140-3), and security.

Doing so would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition, as well as unacceptable mission downtime. Continued reliance on unsupported legacy hardware, or attempting a non-compatible integration, creates a severe and unacceptable risk to the installation's security, fire protection, and life safety missions.

This brand-name restriction is necessary to ensure interoperability with existing, proprietary systems. Contracting without providing for full and open competition is not being justified on the basis of a lack of advance planning by the requiring activity or concerns related to the amount of funds available..

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Market research was conducted in accordance with FAR Part 10 to determine if commercial items could satisfy the agency's needs. Mandatory government sources were reviewed, including Base Supply, Federal Prison Industries (UNICOR), and AbilityOne, none of which provide specialized public safety dispatch infrastructure. Enterprise contract vehicles (such as the LMR-SE contract) were reviewed but determined to be non-mandatory and not applicable to this specific infrastructure requirement. Government-wide databases (GSA Advantage! and NASA SEWP) were queried for the required system configuration and yielded zero results.

Direct contact with the Original Equipment Manufacturer (Motorola Solutions) provided the critical End-of-Life (EoL) documentation for the legacy system and the technical specifications for the CommandCentral AXS replacement.

Furthermore, searches of SAM.gov and the Dynamic Small Business Search (DSBS) identified multiple capable, authorized Small Business resellers ) with active socioeconomic certifications.

Based on these results, the market research provides a high level of confidence that the required item is commercial, but that no other qualified brands/sources exist that can integrate with the proprietary ASTRO 25 core without major system modifications.

At this time, no sources have expressed written interest, as the requirement has not yet been formally solicited or synopsized. The Original Equipment Manufacturer (Motorola Solutions) is aware of the requirement due to providing the budgetary estimate. The budgetary proposal (PS-000210445) utilized to develop the IGE. It is anticipated that multiple authorized resellers will express interest once the solicitation is posted to SAM.gov.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is

May 2026 Page 4 of 4 fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

Technical data packages, specifications, or engineering descriptions suitable for full and open competition have not been developed and are not available because the CommandCentral AXS is a proprietary Commercial-Off-The-Shelf (COTS) product, and the underlying ASTRO 25 network it must connect to is also proprietary. The Government does not own the necessary technical data rights to mandate how third-party equipment interfaces with the core manufacturer's encrypted data streams.

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

The primary barrier to full and open competition is the proprietary nature of the existing DAF ELMR network (Motorola ASTRO 25 core architecture). To mitigate this barrier for this acquisition, the agency will utilize an Open Market Brand-Name solicitation strategy on SAM.gov to maximize price competition among authorized resellers, rather than directing a sole-source award to the OEM.

For future acquisitions, the agency, in conjunction with the DAF ELMR program management office, will continue to monitor the evolution of Project 25 (P25) open standards and Inter-RF Subsystem Interface (ISSI) technologies. As these industry standards mature to allow secure, native interoperability between different manufacturers' dispatch consoles and core networks without loss of mission-critical features, the agency will evaluate future technology insertions for full and open competition. For future system-wide replacements at the end of this new equipment's lifecycle, the agency will conduct thorough market research to evaluate if a wholesale replacement of the network core via full and open competition is viable compared to continued brand-name sustainment.
