About this opportunity
Army Contracting Command - Detroit Arsenal is soliciting a Request for Prototype Proposal (RPP W912CH-26-R-A017) for mature and available Mobile Tactical Cannon (MTC) wheeled systems capable of firing 155mm class artillery ammunition with 49-56 caliber ratings to replace the M777 towed artillery system. The Government seeks fixed-price prototype proposals for manufacturing, network integration, ammunition compatibility testing, safety and characterization testing, and soldier evaluation under Other Transaction Authority (OTA) per 10 U.S.C. 4022. Offerors must demonstrate system maturity through documented testing history, comply with all Key Characteristics performance thresholds, provide cybersecurity controls, ensure ammunition compatibility with U.S. inventory rounds, commit to establishing domestic U.S.-based production within two years of award at 24-48 systems per year, and offer favorable technical data and computer software licensing capped at $100 million in combined option value. Proposals will be evaluated on four primary factors: delivery schedule feasibility, technical performance and maturity, U.S. integration capability (commerciality, production onshoring, and data rights), and as-built production unit cost. The proposal submission deadline is April 23, 2026 at specified times (1400 ET for Eligibility Volume and Appendix C via PIEE; 1800 ET for all other documents via DoD SAFE).
This solicitation contains no set-aside designations and does not identify any incumbent contractors. The Government anticipates awarding one Prototype Project Agreement with a fixed-price structure but reserves the right to award multiple agreements or none. The contract period of performance extends up to 48 months from award, with the contractor required to deliver six prototype MTC systems on a staggered schedule (days 60, 360, 390, 420, and 450 post-award), up to twelve additional systems as unfunded options, four system trainers, five cannon assemblies for proof testing, and comprehensive test ammunition including up to 5,000 conventional projectiles, 500 inert projectiles, 5,550 primers, and 22,608 propelling charge increments across three increments. Performance locations include contractor CONUS and OCONUS facilities plus designated U.S. Government test and soldier evaluation sites. The Government will not fund projects failing to meet 10 U.S.C. 4022(d)(1) eligibility conditions, requiring either nontraditional defense contractor participation, all significant participants being small or nontraditional businesses, or at least one-third of total project costs from non-Federal sources. Amendment 03, issued April 23, 2026, represents the final version consolidating prior amendments and confirming all terms remain in full force and effect.
