About this opportunity
NASA Glenn Research Center seeks technology maturation, risk reduction, and capability demonstration efforts across five competitive topics under the Lunar Enabling Infrastructure Accelerator (LEIA) NextSTEP-3 Broad Agency Announcement, with proposals due October 15, 2026 at 5:00 PM EDT. This is a full and open competition with no set-aside.
The five topics—Vertical Solar Array (Topic 1), ISRU Oxygen from Regolith Production System (Topic 2), Radioisotope Stirling Generator System (Topic 3), In Space Advanced Manufacturing (Topic 4), and Innovative Nanomaterials Production (Topic 5)—each constitute separate competitive opportunities. Eligible offerors include all categories of U.S. organizations; non-U.S. organizations may participate as subcontractors only, with no bilateral participation permitted with China or Chinese-owned entities. Place of performance is the contractor's facilities within the United States.
NASA anticipates approximately one to three firm-fixed-price awards per topic with a maximum three-year period of performance. No minimum or maximum funding ceiling is established per topic. Proposals must include a base CLIN and one or more priced option CLINs demonstrating logical progression toward Technology Readiness Levels 5–6. Topic-specific requirements include ground-based demonstrations (thermal-vacuum testing not required for most topics), validated system models, scaling assessments, subsystem integration validation, and comprehensive deliverables including design reviews, technical reports, test data, and continuation reviews for each CLIN before option exercise.
All proposals require CAGE code verification, electronic submission via NASA EFSS Box in PDF format with pricing in Microsoft Excel, completed representations and certifications, eligibility certification (Attachment F), organizational conflicts of interest avoidance plan, data rights assertions table, and signed model contract. NAICS code is 541715 with small business size standard of 1,500 employees. Questions were due September 11, 2026; Amendment 3 (posted October 9, 2026) updates Topic 2 and Topic 3 Statements of Objectives and corrects typographical errors. Amendment 1 (September 21) increased business volume page limit to 450 pages and added Government Task Agreement instructions; Amendment 2 (September 25) extended the due date from October 8 to October 15. Evaluation emphasizes technical merit significantly over price, with proposals receiving unacceptable relevance or past experience ratings, or poor technical ratings, ineligible for award. Portfolio considerations include topic distribution diversity, technical approach diversity, and risk balance.
