About this file
This is an Eligibility Certification form for the participation of international team members and non-U.S. organizations on U.S. proposals submitted to NASA under BAA 80GRC026R0008.
The form requires the Prime Offeror to complete certification only if the proposal includes international team members or non-U.S. organizations. Offerors must list all individuals and institutions involved, identify their countries of origin, explain their roles and responsibilities, and clearly describe the flow of design requirements (including potentially export-controlled information) and hardware between U.S. and non-U.S. participants. If international participants are to receive NASA funding for supplies, offerors must identify the specific supplies being purchased. For non-research and development services funded by NASA, offerors must provide justification explaining why those services do not constitute R&D efforts. If international participants support R&D efforts, offerors must complete a certification statement acknowledging that no NASA funding will be used for foreign R&D efforts, that the offeror bears full responsibility for associated costs, and that NASA has no obligation to negotiate no-funds-exchanged agreements with foreign agencies. The form requires certification by an authorized organizational representative and includes warnings regarding criminal, civil, and administrative sanctions for false or fraudulent statements.
